Representative Ben T. Moss, Jr.
North Carolina General Assembly
** 2025-26 COMMITTEE APPOINTMENTS
------------------------------------------------------------
I am honored to be entrusted with these leadership positions. From protecting our natural resources to strengthening our transportation infrastructure, these committees play a critical role in shaping the future of North Carolina.
I look forward to working with my colleagues to promote policies that support our economy, preserve our heritage, and enhance the quality of life for all North Carolinians.
** DISASTER RECOVERY FOR WNC
------------------------------------------------------------
This week, the NC House passed the Disaster Recovery Act of 2025 ([link removed]) , delivering another $500 million to help rebuild WNC.
This bill will appropriate funds to:
🏠 Repair & rebuild homes ($125M)
🌾 Support farmers & agriculture ($75M)
🛤️ Fix private roads & bridges ($100M)
📈 Help small businesses recover ($55M)
This is a major step forward for families, businesses, and farms impacted by Hurricane Helene. More help is coming soon.
** ASSISTING ALZHEIMER'S CAREGIVERS
------------------------------------------------------------
We must take care of those who care for others. That's why I'm proud to sponsor House Bill 120 ([link removed]) – Expand Project C.A.R.E., which passed through the Health Committee this week!
This bill provides over $2 million annually to support family caregivers of loved ones with Alzheimer’s and dementia. This funding will make a real difference, and I'm honored to champion this effort for NC families.
** IN GOD WE TRUST
------------------------------------------------------------
Our national motto, ‘In God We Trust,’ is a fundamental part of our country’s identity, reflecting the values that have guided our nation since its founding.
That’s why I am proud to re-introduce legislation (House Bill 16 ([link removed]) ) to ensure this motto is displayed prominently above the dais in both chambers of our General Assembly, just as it is in the U.S. House of Representatives.
This display will serve as a daily reminder of our shared faith, heritage, and duty to serve the people of North Carolina with integrity. I look forward to working with my colleagues to advance this important bill.
** SUPPORTING FIREFIGHTERS FIGHTING CANCER
------------------------------------------------------------
Our firefighters put their lives on the line every day, and it’s our duty as lawmakers to protect them. I'm proud to co-sponsor House Bill 97 ([link removed]) to expand benefits for those who have kept us safe. There’s really no limit to how much we should give back to these heroes.

** ENERGY SECURITY ACT OF 2025
------------------------------------------------------------
I’ve re-introduced the Energy Security Act of 2025 ([link removed]) to require 24/7 security at utility substations. After the 2022 attack in Moore County left thousands without power, it’s clear we must do more to protect our critical infrastructure.
This is my second consecutive session filing this bill, because ensuring reliable energy for North Carolinians is too important to give up on. Let’s get it done!

** CONSTITUTIONAL CARRY IN NORTH CAROLINA
------------------------------------------------------------
29 states already allow lawful citizens to carry concealed firearms without government permission, with no substantial issues — and stable or declining crime rates. It’s time for North Carolina to follow suit.
Responsible gun ownership is a fundamental freedom, and I trust our citizens to protect themselves and their families. That’s why I support Constitutional Carry.
Law-abiding citizens shouldn’t need government approval to exercise their Second Amendment rights. Upholding the Constitution and defending personal liberty remain my top priorities.
** RECOGNIZING HEROIC EFFORTS OF REP. ARP
------------------------------------------------------------
We’re immensely grateful for the heroic efforts of my colleague, Representative Dean Arp, who saved a woman’s life as he was driving through Richmond County on his way to the General Assembly.
When he drove past the smoke, he felt a calling from the Lord to turn around and see how he could help — arriving just in time to rescue the woman out of the smoke and flames. RICHMOND COUNTY THANKS YOU, REP. ARP!
