Public Notice: Proposed Permit - Eastern Laramie County Solid Waste Disposal District- Transfer, Treatment and Storage Facility

In accordance with the provisions of the Wyoming Environmental Quality Act and Chapter 1 of the Solid Waste Rules, the Eastern Laramie County Solid Waste Disposal District (ELCSWDD) has submitted a new permit application for the ELCSWDD Transfer, Treatment and Storage Facility.

This facility provides for the transfer, treatment, and storage of municipal solid waste and construction and demolition waste which have been generated within the State of Wyoming, a portion of northern Colorado, and a portion of the western panhandle of Nebraska; this area includes Laramie County School District No. 2, and the communities of Burns, Albin, Egbert, Hillsdale, Pine Bluffs, and Carpenter, rural residents, and commercial and industrial facilities and operations. The facility will be located adjacent to the Eastern Laramie County Solid Wast Disposal District Landfill and will be situated within a 160-acre area, specifically the transfer, treatment and storage facility will be located in the SW¼ of Section 28, Township 15 North, Range 62 West. The total volumetric capacity of this facility is estimated to be 80 cubic yards (CY) with 100 CY emergency storage capacity on the tipping floor. The life of the facility is estimated to be indefinite.

The Department of Environmental Quality, Solid and Hazardous Waste Division (DEQ) has determined that the permit application is generally complete and technically adequate. Therefore, DEQ issued a proposed permit for this facility. Copies of the permit application, DEQ’s review of the application, and the proposed permit can be viewed at DEQ’s Cheyenne office, 200 W. 17th Street, Cheyenne, Wyoming 82002.

Any interested person has the right to file written comments, including objections on the proposed permit. The period for providing written comments on the proposed permit shall begin on February 28, 2025, and end on April 7, 2025. Any written comments must be received by 5:00 PM on the last day of the notice period. Comments must be submitted in writing to the Department of Environmental Quality, Todd Parfitt, Director, 200 West 17th Street, Cheyenne, WY 82002 or submitted using the DEQ comment portal provided at https://shw.wyomingdeq.commentinput.com/
