Dear Neighbor,
It has been another productive week at the Capitol as we continue taking action on priority bills of both statewide and local interest.
Before we get to those notes, I want to send best wishes to the people of Big Stone Lumber (formerly Stattelman Lumber) after a fire recently ravaged that longtime Clinton business. This is Clinton’s second big loss suffered to a big fire in recent years, following the 2021 blaze that took the town’s grain elevator.
Big Stone is an important resource to the local community, especially with no other lumber yards in close proximity. We stand with the people of Big Stone – including its seven employees – and the Clinton community in general as you decide how to proceed, rebuild and recover, however that may look.
At the Capitol this week, the Ag committee I chair passed a bill I have authored to help small-town elevators manage their auditing requirements. It can be very difficult to find CPAs in rural Minnesota and it also can be cost prohibitive. The bill (H.F. 1063 [ [link removed] ]) provides common-sense flexibility while following national or international accounting standards when preparing annual financial statements. The bill received bipartisan support in passing our committee and is backed by the Dept. of Ag., so I hope it comes to the floor for a vote to pass the full House soon.
Among items of business on the floor this week, the House on Thursday took up a bill (H.F. 21 [ [link removed] ]) requiring supermajority approval by each legislative body for peacetime emergency powers to extend beyond 14 days.
This would provide stronger checks and balances regarding the governor’s emergency powers. The way state law is currently written, a governor can continue extending emergency powers indefinitely so long as the Legislature does not put a stop to it. Many feel it should be the other way around, where legislative approval is required for a governor to extend their emergency powers.
The bill provides a reasonable fix but, unfortunately, House Democrats blocked it from passing the House. The bill ultimately was tabled, keeping it at the front desk for possible consideration another day this session.
On a final note, the Preserving Girls Sports Act (H.F. 12 [ [link removed] ]) is expected to come to the floor for a vote of the full House on Monday. The bill simply says: “Only students of the female sex may participate in an elementary or secondary school athletic team or sport that an educational institution has restricted on the basis of sex to women or girls.”

A big public rally will take place starting at 11 a.m. Monday on the Capitol grounds and we’re looking for a strong turnout.
