DES starting solicitation for security guard services contract
DES is canceling and will be posting a new solicitation for a statewide contract for security guard services to succeed contract 03818, which expired Dec. 31. The solicitation is for unarmed, armed (non-lethal), and armed (firearm) security guard services.
We expect to post the solicitation this spring, with a tentative award date expected in the summer.

DES has a new statewide contract 00424, trailers of various sizes. This contract succeeds contract 00816, which expired Dec. 31.
This contract features four small businesses, including one that is veteran-owned.

Contract changes
DES changing prices for native plants contract
DES posted updated pricing for contract 12321, native plants. The product prices increased 5% and transportation costs decreased more than 2%. The changes went into effect Feb. 15.

DES not renewing tractor shovel loaders contract
Contract 01217 for tractor shovel loaders is set to expire Aug. 4. DES is not renewing the contract.
After the expiration date, tractor shovel loaders can be purchased under contract 19622, heavy construction equipment, which is currently active.

DES updates pricing for medical, specialty, and industrial gases and portable oxygen units contract
DES posted updated pricing for contract 23823, medical, specialty, and industrial gases and portable oxygen units.
The prices increased for oxygen and decreased for trucking transportation, with each awarded contractor receiving a percentage change based on their reported cost breakdown. Price adjustments are effective Feb. 26.

Expiring audio-visual solutions contract will lead to purchasing gap
Contract 03418 for audio-visual solutions expires March 31. There will be a gap in contract coverage. We encourage purchasers to place orders before the expiration date.
We are in the process of finalizing the new audio-visual solutions contract, 00224. We expect to award the contract in the spring.

DES updated pricing for Papé Material Handling on contract 28423, motor vehicles. The prices for Ottawa products for contractor Papé Material Handling increased by nearly 2%. The discount stays the same.

DES is revising the direct buy policy, which we anticipate will take effect in June 2025. Updates include feedback we gathered from stakeholders last year and aim to improve the policy’s effectiveness and usability for agencies.
Key changes to the policy include:

New Level 3 purchase threshold: Expanding the policy to include purchases between $50,001 and $100,000.

Updated FAQ: Clarifying topics such as repetitive purchases.

New reporting requirement: Agencies will be required to report all direct buy purchases via the agency contract reporting system.

New procedure document: Will help agencies ensure compliance with the policy.
