Public Notice of Permit Approval for the Kemmerer Power Station Unit 1 Project

The Industrial Siting Council has issued an Industrial Siting Permit to US SFR Owner, LLC to construct and operate the Kemmerer Power Station Unit 1 Project (Project). The Project is planned to be constructed on private land in Lincoln County and accessed by US Highway 189. Construction of the Project is planned to begin in March 2025 and is expected to take approximately 69 months to complete. The onsite workforce in 2025 will peak at 417 in December. The workforce in 2026 and 2027 will peak in December at 1,445 and 1,653, respectively. In 2028 the workforce will peak at 1,652 in March. In 2029 the workforce will peak in January at 1,226. In January 2030, the workforce will peak at 221 workers and the Project is expected to be operational by the end of the year.

Pursuant to Wyoming Statute § 16- 3-107, notice was given and the Wyoming Industrial Siting Council conducted a public hearing on the Application for a permit. The hearing was on January 13, 2025, at the South Lincoln Training and Events Center, located at 215 Wyoming State Hwy 233, Kemmerer, WY 83101. The Council considered the Applicant's request pursuant to the provisions of the Industrial Development and Siting Act (Wyoming Statute § 35-12-101 et seq.), and the Rules and Regulations adopted thereunder, and rendered a decision to grant the permit.

The public may review a copy of the Permit at the Lincoln County Clerk Office, located at 925 Sage Ave. Suite 101, Kemmerer, WY 83101, the Sweetwater County Clerk Office; located at 80 West Flaming Gorge Way Suite 150, Green River, WY 82935, and the Uinta County Clerk’s Office; located at 225 9th Street, Evanston, WY 82930-3473.
