News from Rep. Chip Roy

Dear Mr. xxxxxx,

I wanted to pass along my latest update on what I have been doing to fight for you, Texas’ 21st Congressional District, and our country as a whole:

Cutting $2 Trillion in Spending

Last week, I voted to move a budget framework out of the Budget Committee.

This bill would — if adopted by Republicans on the House floor — represent an historic level of spending reductions paired with an extension and expansion of President Trump’s tax policies, and it would make a significant step down the path to fiscal sanity while simultaneously delivering on critical portions of President Trump's agenda.

It was not easy to reach this point. My Budget Committee colleagues — along with support from the House Freedom Caucus — had to push hard to achieve the spending cuts included in this resolution. We did what members of Congress are supposed to do: we deliberated, negotiated, and legislated. Chairman Jodey Arrington (R-TX) deserves particular praise for standing strong and showing true leadership and resilience during this process.

What we achieved through those talks is a plan to do what the American people want it to do: cut wasteful spending and keep taxes low. Today's budget resolution will enable us to reach the goal of extending tax cuts and potentially cut more than $2 trillion in spending over 10 years.

While I believe we should be able to do far better than a mere annual $200 Billion of reductions on over $7 trillion in total annual spending, the bill will supplement Elon Musk’s and DOGE's mission to eradicate government waste, and it lays the foundation to fully unleash the Trump economic agenda. Further, this plan takes away Chuck Schumer and Senate Democrats' ability to hold the economy hostage by raising the debt ceiling coupled with reducing spending.

Most urgently, this sets us up to rush $300 billion in funding for border security, immigration enforcement and the military so those critical missions continue uninterrupted.

I discussed the budget in even greater detail with Charles Payne on Fox Business this week:

Veterans Deserve Better Healthcare

Recently, I reintroduced H.R. 961, the Veteran Access to Direct Primary Care Act. This bill would direct the Veterans Affairs Secretary to create a VA-managed health savings account to provide veterans with the option to access direct primary care (DPC). Veterans deserve the best, and DPCs offer that by reducing wait times and providing quality care alongside the standard Veterans Health Administration benefits for other healthcare services, such as non-covered prescriptions.

In July 2024, the VA reported to Congress that they anticipated a $15 billion deficit by the end of the year due to more veterans seeking medical treatment than expected. My bill will pave the way towards a solvent VA healthcare system by reducing this extravagant waste while simultaneously guaranteeing accessibility and quality.

I have always fought to fix our broken healthcare system, and I will continue fighting to fix it for our veterans and civilians alike.

Passport Sanity Act

I also reintroduced H.R. 1139, the Passport Sanity Act, which will prohibit the secretary of state from issuing a passport, passport card, or Consular Report of Birth Abroad that includes the unspecified (X) gender designation.

Such designations only exist to further radical gender ideology and have no place in the American government.

Passports exist to protect our national security by verifying the identity of those who exit and reenter our country, and that’s why they need to be grounded in reality. They are not a political delivery system to push a false notion that goes against the fact that the only two genders in existence are male and female.

President Trump and Secretary Rubio have rightly restored sanity to America’s passports as part of this administration’s revolution of common sense. It is now Congress’s duty to back them up, codify it, and make it permanent.

Eliminating Top Diversity Positions at DOD

I reintroduced H.R. 1095, the Restoring Military Focus Act, which would permanently eliminate bogus, woke positions at the Department of Defense such as the Chief Diversity Officer and Senior Advisors for Diversity and Inclusion. These positions were established under Section 913 of the FY21 National Defense Authorization Act (NDAA).

Radical progressive Democrats under the Biden Administration were allowed to turn our military into a social experiment for far too long, and I am proud to work against such wasteful initiatives. I am thankful that President Trump and Defense Secretary Hegseth have taken decisive action to restore the focus of the Pentagon and rid the Department of the radical DEI agenda. However, it is imperative that Republicans in Congress take action to make these changes permanent to ensure that no future Administration can indoctrinate our men and women in uniform with this divisive ideology.

The Restoring Military Focus Act will repeal fully 10 USC 147 and permanently eliminate the position of Chief Diversity and Inclusion Officer, eliminate the Senior Advisor for Diversity and Inclusion, and prohibit the use of federal funds to re-establish these positions again in the future.

Standing up for public safety:

On Thursday, I sent a letter to Bexar County DA Joe Gonzales about his office’s bail reform policies that failed to prevent the release of a dangerous criminal with a history of violence who shot and injured 7 San Antonio police officers on January 22. This followed other similar incidents of dangerous individuals – who should’ve been incarcerated – wreaking havoc on Bexar County’s communities.

San Antonians deserve safety and the rule of law.

Honoring our Women Airforce Service Pilots

This week, my team attended a dedication in Fredericksburg honoring our Women Airforce Service Pilots (WASPs) who served in World War II. Hosted by the Zonta Club of Fredericksburg, the group commemorated these brave women and dedicated a plaque honoring WASPs to be placed in the Memorial Courtyard of the National Museum of the Pacific War.
