Notice of Public Hearing, City of Sheridan, Wastewater Treatment Plant Upgrades
The City of Sheridan, Wyoming, will conduct a public meeting at 12:00 PM, local time, on March 13, 2025, in the City Council Chambers on the 3rd floor of City Hall. The purpose of the meeting is to allow citizens to review and comment on the following project: Sheridan Wastewater Treatment Plant Upgrades. The site electrical transformer has exceeded its useful life and requires replacement. The heating and ventilation system is not adequate and is marginally operational in the screen room. The original submersible pumps installed in 1981 have reached the point of obsolescence and to repair and maintain present unsafe conditions for operational staff. The belt filter press #2 is more than 30 years old and is at the end of its useful life, requiring replacement with a new press that will provide operational redundancy and flexibility. The north clarifier requires replacement of the center support column, scraper mechanism, motor drive, gearbox unit, and any pertinences that pertain to the upgrade needed, due to deterioration and the clarifier nearing the end of its useful life. The rotary drum influent screen within the headworks facility is 26 years of age, as well as the lack of redundancy within the facility poses a risk to downstream equipment for any period with the automatic screen not operational. The proposed solution includes expanding the existing headworks screen building to the north and constructing an additional flow channel to accommodate a second influent screen.
At the meeting, the City of Sheridan will present the design to date of the proposed project and will discuss the updated cost increase and the plan for funding the improvements. These documents can also be reviewed at the City of Sheridan, Engineering Department, 55 Grinnell Plaza, Sheridan, WY. Contact David Ford, City of Sheridan Project Manager, at (307) 675-4258.
Based on updated cost estimates, the City of Sheridan plans to request an increase on the current $7,800,000 loan from the Wyoming Clean Water State Revolving Fund (CWSRF) administered by the Wyoming Office of State Lands and Investments for an additional $6,250,000. Increased user fees are anticipated to repay the loan. The proposed increases will be presented at the public meeting. The loan terms request this be an equivalency project with a 0% interest rate.
