PROPOSED DISCHARGE OF DREDGED OR FILL MATERIAL TO THE NORTH PLATTE RIVER

The Wyoming Department of Environmental Quality (WDEQ) has received a request from WWC Engineering for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #27, for the discharge of dredged or fill material to the North Platte River in Saratoga, Wyoming. The purpose of the project is to stabilize a channel reach, increase floodplain connectivity, and reduce bank erosion to reduce the risk of channel avulsion and flooding within the town of Saratoga. This segment of the North Platte River is designated Class 1 where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 7(b) of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include realignment of a 1,674 segment of channel, stabilize banks with toe wood, and construct boulder constructed riffles to improve geomorphic stability. To do this, approximately 26,600 cubic yards (CY) of alluvial material will be excavated and approximately 29,550 CY of redistributed materials, locally-sourced toewood, and imported boulders will be filled to construct features. Permanent impacts to approximately 0.19 acres of wetlands will be offset by an estimated gain of 0.20 acres of new wetland following project completion.
