Today, I delivered my 2025 State of the State address.

Maryland is being tested like never before. We are facing two storms:

1. A historic fiscal challenge — nearly a decade in the making — that threatens our state’s economy and our people.

2. A new federal administration that has plunged the nation into chaos through actions that have the potential to cut jobs, raise prices, and stifle economic growth.

Now is the time to show that Maryland can meet the moment when tested — that we confront this crisis with courage. We have some of the best talent and assets in the country.

In this moment, we must marshal the courage to move in partnership and build a state where our economy is growing, where our people are protected, where our children are no longer born into poverty, and where Maryland bears the standard for what abundant opportunity looks like.

Because with assets this strong, our success shouldn’t rely on the outcomes of presidential elections or who holds the majority in Congress.

With values this principled, we shouldn’t be complacent when the rights and humanity of Marylanders are at risk.

With people this determined, we shouldn’t be content with GDP growth half that of the nation.

Marylanders deserve a government that looks every challenge in the face, and still delivers results. By leaning into these strengths and moving not just fast, but together, Maryland is positioned to lead, no matter the obstacles facing the state.

Maryland’s ability to tackle the crisis in front of us starts with a government that delivers real results. During our first two years in office, my Administration — alongside partners from all corners of the state — worked to build an economy that grows the middle class and gives all Marylanders a pathway to work, wages, and wealth.

Today, Maryland is safer and more competitive than when we first took office. The 2025 Legislative Session budget proposal and economic growth agenda builds on our administration’s successes and positions Maryland to confront crisis with courage and win the decade.

Maryland has always met the moment by facing crisis with courage — and this time will be no different. I encourage you to follow the courage of our leaders, because together we can prove the skeptics wrong and ensure that the state of the state remains strong.
