Vought served as OMB director during Trump’s first presidency. During that time, he was a key architect of “Schedule F,” a plan to dismantle and undermine the nonpartisan, performance-based federal civil service. This policy would allow any president to purge federal agencies of nonpartisan experts, leaving some agencies and departments gutted, while packing others with subservient ideologues. He also sought to strip protections from 88 percent of the agency’s workforce and make employees across agencies fireable at will. Vought’s outward contempt for the civil servants who help people across the country relying on benefits and services from the federal government makes him woefully unfit to hold this office. He has stated that “We want the bureaucrats to be traumatically affected. When they wake up in the morning, we want them to not want to go to work because they are increasingly viewed as the villains” and “We want to put them in trauma.”
