Our California Young Democrats Post-Election Organizing Retreat presented by Toni Atkins for Governor 2026, the State Building and Construction Trades Council of California, and National Union of Healthcare Workers (NUHW) will be at the Asilomar Hotel and Conference Grounds on February 14-16, 2025. Come meet other Young Democrats, compete in the CYD Olympics, debrief the 2024 election results, and get organized for 2025 and beyond! You can find our tentative agenda here ([link removed]) . At our upcoming California Young Democrats retreat at Asilomar, the State Leadership Committee will be meeting to consider the following amendments to the bylaws:
1. Section II: Splitting the “Inland Empire” region into “San Bernardino” and “Riverside” regions.
2. Section III: Eliminating the annual dues requirement for “at-large” CYD members.
3. Section IV: Simplifying the chapter chartering process and eliminating annual chartering fees.
4. Section V: Removing the legacy “State Controller” position and inserting language in alignment with bookkeeping/reporting best practices. Correcting typos. Empowering the VP of Finance to convene a Finance Committee.
5. Section VII: Eliminating the unused standing Finance Committee and empowering the VP of Finance to propose a budget directly to the CYD Executive Board / SLC.
6. Section VII: Heavily reforming the Bylaw Review Subcommittee to be a true subcommittee of the Rules Committee, fixing typos, removing repetitive language, and clarifying the process for bylaw amendments.
7. Section IX: Clarification of which Democratic National Committee members are part of the CYD State Leadership Committee.
8. Section IX: Overhaul of remote voting procedures, including elimination of vote-by-mail and simplification of electronic voting on SLC matters.
9. Section X: Updating the spending authorization maxima in accordance with inflation and a growing organizational budget; including language explicitly allowing for the Executive Board to authorize a salaried CYD President; including failsafe provisions in case of a serious financial crisis.
All of these proposed revisions can be found in this Google Drive folder ([link removed]) . These amendments were heard by the Bylaw Review Committee on January 22, 2025 and approved for consideration by the State Leadership Committee. Minutes from this meeting can be found here ([link removed]) . In compliance with current bylaw amendment procedures, the initial proposed amendments were heard 21 days prior to a Rules Committee hearing, and the approved proposed amendments are being distributed to membership 10 days prior to the Rules Committee hearing. The next steps are for the Rules Committee to consider these amendments and make a recommendation to the State Leadership Committee at the upcoming 2/14/25-2/16/25 meeting.
