The winner is… North Carolina!
A few weeks ago, hundreds of you responded to our poll asking which state you wanted to see featured in our next deep dive.
By a solid margin, North Carolina was the top choice. Pennsylvania, Ohio, and Texas rounded out the top selections — we’ll provide updates about redistricting developments in those key states soon.

The ongoing fight for the North Carolina Supreme Court
By now, you probably know about the outrageous attempts to overturn the results of last November’s state supreme court election by challenging 60,000 ballots after the Democratic candidate, Justice Allison Riggs, was declared the winner.
Last week, the North Carolina Supreme Court issued a ruling that sent the legal battle back to a lower court for a decision, while still maintaining a temporary stay they had previously issued, continuing to postpone certification of the election.
As Slate recently described the actions of the GOP-controlled court: “The North Carolina Supreme Court Is Coming Dangerously Close to Stealing an Election.”
Every day that this sham continues, the fate of tens of thousands of votes hangs in the balance as extremists baselessly try to disenfranchise voters across the state.
And make no mistake, this is all part of a long-term effort by map manipulators in the state legislature to tighten their grip on power across North Carolina. The state supreme court candidate who is trying to overturn the election has explicitly cited redistricting as a reason for the GOP to maintain control of the court.
Which brings us to…
The fairness of North Carolina’s current electoral maps
This section could be one word: Unfair.
But we’ll elaborate with a short history lesson.
In 2022, our affiliate, the National Redistricting Foundation, won a case in front of the North Carolina Supreme Court that struck down the legislature's gerrymandered maps. It was a really big deal!
But then, just weeks later, Republicans took back the majority on the court and agreed to reconsider the ruling. By April 2023, the court had overturned the landmark decision, saying that the judicial branch could not weigh in on partisan gerrymandering.
Given carte blanche by the new court ruling, the legislature quickly went right back to gerrymandering and rammed through a new, highly partisan congressional map that went from a 50-50 partisan split to Republicans claiming 71% of the seats in 2024. In the state legislature, Democrats running for both the state senate as well as assembly won the popular vote, but the extreme gerrymander gave Republicans a supermajority in the state senate and just one vote shy of a supermajority in the state assembly.
The story of North Carolina’s maps is a stark lesson in the ways courts and legislatures can work in concert to create artificial political advantages — and the importance of funding the fight for our democracy at the state level across the country. → [link removed]
Upcoming redistricting milestones and elections
Historically, the North Carolina General Assembly draws new congressional maps after each U.S. Census. But the recent legal battles described above led to new maps being drawn for the 2024 elections, which resulted in gains for the GOP in the state legislature and three new congressional seats that helped give Republicans control of Congress.
It has been a long and winding road for the fair maps movement in North Carolina over the past few years — with a heightened importance on the current battle for the state supreme court, as future court decisions could continue to shape the state’s maps.
As Attorney General Eric Holder said after the court’s 2022 ruling that reversed our movement’s win for fair maps, “Make no mistake, this moment is the result of a concerted effort by too many in the Republican Party to bend — even break — the rules of our democracy in order to unfairly gain and then hold onto power.”
