Final Notice and Public Explanation of a Proposed Activity in a Wetland

To: All interested Agencies, Groups, and Individuals on February 3, 2025: This is to give notice that the City of Dayton has conducted an evaluation as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection. The activity is funded under the Community Development Block Grant Program administered by the Texas General Land Office (GLO) and ERR #24-065-006-E163. The City of Dayton proposes a Sewer Improvements project to replace approximately ten thousand six hundred thirty-six linear feet (10, 636 LF) of sanitary sewer lines with pre-construction cleaning and pipe busting, replace sanitary sewer lines, rehabilitate manholes and complete all associated appurtenances. Construction will take place at various locations throughout the City of Dayton, Liberty County, Texas. See Table 1 for the locations, including coordinates for each segment. According to the USFWS National Wetlands Inventory, the project shall include activities within  approximately 0.58 acres of a PFO1A wetland.
