News from Rep. Chip Roy

Dear Mr. xxxxxx,

I wanted to pass along my latest update on what I have been doing to fight for you, Texas’ 21st Congressional District, and our country as a whole:

A conservative policy agenda:

Since the start of the new Congress, I have been proactive and intentional about getting a running start on our objective of combating the radical left’s agenda with common-sense, rational legislation and action.

Strengthening our border security

Most recently, I sent a letter to Secretary of State Marco Rubio and Department of Homeland Security Secretary Kristi Noem urging them to reconsider Chile’s Visa Waiver Program (VWP) status due to its facilitation of Chilean gangs who burglarize American homes across the country after having entered lawfully through the VWP. It is my hope that we can protect American households and continue to fight against foreign theft rings and what their operations may indicate concerning our national interest.

I also reintroduced the Border Safety and Security Act, which provides a framework for Trump and future administrations to secure our southern border and stop the release of illegal aliens into our communities by providing the Homeland Security Secretary with authority to turn away aliens who do not have valid entry documents if the Secretary deems it necessary to obtain operational control of the border. The legislation will also require the Secretary to use this “turn away” authority when an alien cannot be detained through the pendency of an asylum claim or be placed in a program similar to the previous administration's Migrant Protection Protocols (Remain-in-Mexico,) and allow state attorney generals to enforce the bill through suit for injunctive relief.

I reintroduced the Safeguard American Voter Eligibility (SAVE) Act, which is meant to protect and preserve the right of American citizens to vote by requiring states to obtain proof of citizenship – in person – before registering an individual to vote for a Federal election and requiring states to remove non-citizens from existing voter rolls, while giving them necessary tools to do so.

Protecting life and improving our broken healthcare system

On January 9, I introduced the Health Care Freedom Act to fix our broken healthcare system and give Americans access to the highest quality of care they deserve. This bill allows anyone to hold a Health Savings Account by decoupling HSAs from high-deductible health plan insurance requirements: such as increasing annual contributions from $4,300 to $12,000 for an individual and from $8,550 to $24,000 for a joint return and allowing penalty-free rollover contributions between HFA accounts.

Last week I laid out my plan for fixing the multitude of problems our healthcare system has. My comprehensive plan to make healthcare cheaper and more effective for every American, The Case for Healthcare Freedom, can be read here.

Furthermore, I reintroduced legislation that would prohibit the Federal funds from being awarded to an institution of higher education that hosts or is affiliated with a student-based service site that provides abortion drugs or abortions to students of the institution or to employees of the institution or site for the purpose of protecting innocent life and the American family.

I also reintroduced legislation to repeal the FACE Act, which has been weaponized against pro-life Americans. This legislation will permanently end a law that has too long been used to target hard-working, tax-paying Americans who have chosen to stand up for what they believe in.

Protecting taxpayer dollars and our allies abroad

On Friday January 3, I reintroduced the Illegitimate Court Counteraction Act for the purpose of imposing sanctions on International Criminal Court (ICC) officials who seek to go after U.S. citizens or allies, including Israel. Senate Democrats blocked this effort earlier this week, but this fight is not over. Congress cannot allow rogue globalist organizations who have no real authority to target our service members and allies.

Additionally, I reintroduced the No Taxpayer Funding for the World Health Organization Act, which prohibits US funds from going to the World Health Organization to prevent any more of our taxpayer dollars from being used to fund leftist bureaucrats in Geneva who do not have the best interest of Americans in mind. Similarly, I also reintroduced legislation to prohibit American taxpayer contributions to the globalist and anti-western, United Nations Human Rights Council.

On January 24, I reintroduced legislation to permanently prohibit funding for the United Nations Population Fund Act. This bill, by prohibiting the Department of State or any other department or agency from contributing funds directly or indirectly to the United Nations Population Fund, will prevent American tax dollars from propping up an international program complicit in China's abusive population-control programs.

Rooting out Congressional insider trading

On January 14th, I reintroduced the TRUST in Congress Act, to prevent Members of Congress from trading stocks so that we can hold Washington accountable to the people it serves.

President Trump’s executive orders

Over the past couple weeks, President Trump has signed executive orders to withdraw the United States from the World Health Organization, pardon pro-life activists, and secure our borders, among many other actions. I want to commend the President for these executive orders. Our country has suffered at the hands of globalist regimes, a weaponized DOJ, and illegal immigrants for far too long, and it’s about time that changed.

Over the past six years, I introduced and reintroduced similar bills in Congress to make these actions permanent. While Republicans hold the House, Senate, and White House, it’s time to take these measures seriously and fight to codify and make them law.

Standing up for J6 pardons

The events of January 6th, 2021 were wrong. I said it then, and I believe it now. With that being said, it is clear that former President Biden purposefully weaponized the Department of Justice to politically pursue both people who were involved with the riot and others who just happened to be around the Capitol on that day.

Today, we are 48 months removed from J6. Many people were arrested soon after and held in jail, unable to contact their loved ones for months on end, as Biden’s DOJ dragged out the process and made examples out of these Americans. When President Trump pardoned and commuted these political prisoners last week, he put an end to this weaponization.

We should also remember that President Trump commuted 14 cases, meaning the President and his team differentiated between people who deserved to be jailed and others who did not deserve jail time. Over the coming years, we have the time to review every detail of each case, but, for now, I trust the President’s judgement.

Last week, a D.C. jail refused to release these prisoners, so I went there in person to demand their release.

Ending an era of weaponization

President Trump’s recent pardons for a group of pro-life activists who had been charged with violating the Freedom of Access to Clinic Entrances (FACE) Act coincide with my reintroduction of the FACE Act Repeal Act of 2025, which aims to bring an end to a law weaponized overwhelmingly against peaceful pro-life Americans.

It is our duty as elected officials to stand up for and protect the rights of those who have been wrongfully and unfairly targeted for advocating for life by the Biden administration. It is my hope that Republican leadership can continue to make strides towards ensuring protection for life and those who advocate for it.
