AG Nessel Settles Investigation into Fraudulent Pet Adoption Scheme

*LANSING* - Michigan Attorney General Dana Nessel has filed an Assurance of Voluntary Compliance and Discontinuance (PDF) [ [link removed] ] in the 30th Judicial Circuit Court in Ingham County resolving an investigation into unlawful business practices by Paige Harkema of Oshtemo Township using the alias “Abby Stratiskii.” The Assurance resolves the investigation and potential litigation [ [link removed] ] of violations of the Michigan Consumer Protection Act (MCPA) by falsifying vaccination records for an animal she sold. 

Harkema was the subject of an investigation by the Department after she posted her dog, “Toby,” on RescueMe.org for adoption in May 2024, claiming she needed to rehome him after receiving an eviction notice due to his barking. Harkema used the alias “Abby Stratiskii” in connection with the sale.  RescueMe.org permits third parties, including individuals and shelters, to list animals for adoption. Two Michigan consumers saw the listing, paid Harkema a $250 “adoption fee,” and received Toby’s veterinary and vaccination records. These records were falsified.  

The terms of the Assurance require Harkema to cease and desist from engaging in deceptive business practices and comply with the MCPA moving forward.  She also agreed to never again falsify vet records, post animals for sale or adoption on RescueMe.org, or use an alias or pseudonym when selling goods or services to Michigan consumers.  She also agreed not to sell or offer for private adoption any companion animal for ten years. 

As part of the resolution, Harkema has agreed to pay $2,000 to settle the dispute. These funds will be available for consumers who make substantiated claims to the Department.  

“Adopting a pet in need can be a rewarding experience, but always remember to be cautious, especially when adopting online,” Nessel said. “If you receive vet or vaccination records, always verify their authenticity with the veterinarian on file before finalizing the adoption. If you believe you were deceived during the purchase of a pet from Ms. Harkema, please do not hesitate to contact my office.” 

The Attorney General is reissuing her consumer alert on puppy scams [ [link removed] ] to provide Michiganders with tips to avoid being scammed when purchasing dogs online. Attorney General Nessel also encourages anyone who may have adopted a pet from Harkema to contact the Department’s Consumer Protection Team.
