I think that disasters can be divided into four basic levels, from personal calamities to full-on SHTF catastrophes. 
 
Why is it important to know which one you’re dealing with? 
 

• So you can figure out how deeply into your preps you’re going to go 

• So you can pull out the appropriate gear 

• So you can ration food and water if need be 

• So you can decide if you’re going to share with neighbors or keep it a secret 

These are just a few of the reasons being able to identify the level is important.
