** MAY CHAIRMAN'S BRIEFING
------------------------------------------------------------

My Fellow Orange County Republicans –

As May comes to an end we have the momentum we need to win in November. This will be one of the most challenging elections of our lifetimes, but we are up to the challenge!

California Republicans took back the first Congressional seat from a Democrat in over two decades when voters elected Mike Garcia to the United States Congress. The Democrats spent millions and pulled no punches even bringing in former President Obama to endorse the Democrat in this race. Despite the Democrats' advantage - Republicans outworked our opponent and won.

On the same day, Republican Melissa Melendez won a special election to the State Senate by a wide margin.

Volunteers in Orange County were critical to these victories by calling with Campaign Sidekick and doing peer to peer texting. We are training volunteers every weekend on these tools for our own candidates. We are taking this momentum all the way through the summer!

I want to congratulate Congressman Garcia, State Senator Melendez and Chairwoman Jessica Millan Patterson on these huge wins. We were proud to deploy volunteers that helped make this happen.

Understanding the results are critical to translating these important wins to victory in November for Orange County. First we can expect a high turnout election. Over 12,000 more voters voted in this special congressional election than did in the presidential primary. Voters are engaged, excited and yes - pissed off.

The momentum is with Republicans but equally as critical the No Party Preference voter came out in force and those voters gave Congressman Garcia a ten point win. It is critical that we lose no time in earning the votes of No Party Preference voters. All of our Orange County campaigns are doing voter outreach now. If you want to volunteer please sign up at ocgop.org/volunteer and we will connect you to local campaigns to get you started on the team.

I would be remiss if I didn't address the special recall election in Santa Ana against Republican Councilwoman Cecilia Iglesias. In November of 2018 Cecilia Iglesias won a seat on the Santa Ana City Council as the sole Republican and Latina. The Democrats could not handle a single dissenting vote so they gerrymanded her out of her seat, then launched a costly recall election during a pandemic and spent millions to defeat her. We were outspent 10-1. I want to thank Councilwoman Iglesias for her service to the party and the people of Santa Ana. While the results were not what we wanted on election night, Cecilia is a fighter and is running for Mayor of Santa Ana in November. We will be with her then as now. We will not cede any ground or leave any Orange County community untouched in 2020. We will fight Democrats in every neighborhood.

I cannot express enough that victory is not possible without your help. We need every volunteer possible - whether its an hour of your day or a weekend we need you to stand with us.

While we have been working effectively and efficiently under the current stay-at-home orders it is time to open our state and county. Our Republican Party headquarters is now open for staff and will transition to public operations as soon as allowed. We are excited to see Orange County move forward in reopening fully as restaurants, retail shopping, offices and other businesses this past weekend but there is much more work to be done. We want to thank our four Republican County board of Supervisors for their hard work and dedication towards opening our county.

In May the Republican Party of Orange County Central Committee unanimously passed a resolution calling on Governor Newsom to return local control to the reopening process. You can read the resolution HERE ([link removed]) .

Traditionally our summer activities would include our Flag Day Gala, the Orange County Fair, various community fairs and door to door voter contact. While Flag Day is postponed until September we are still raising money to support operations. While the Fair is cancelled we can still contact voters virtually. Summer 2020 will be the Summer of Voter Engagement - in June we will be announcing our Summer of Engagement plans and prizes to our top performing volunteers.

Together we can transform our frustration and energy to votes and victory in November.

Sincerely,
Hon. Fred M. Whitaker
Chairman, Republican Party of Orange County
