The Office of Management and Budget is a huge job that a lot of people have never heard of. It’s responsible for, among other things, preparing the budget the President of the United States presents to Congress. Big stuff. Think of them as the ones who dispense all the money of the federal government.
Last week, I had the opportunity to question President Trump's nominee to become director of that agency, Russell Vought.
He had the same job in the first administration and when he was there he submitted three straight budgets that zeroed out funding for the Great Lakes Restoration Initiative — a huge program that maintains the Great Lakes, which account for about 20% of the fresh water in the world. I asked him about that, and I asked him whether or not the president's priorities trump the U.S. Constitution and whether he would abide by the Constitution and current laws, not laws he or the president wish were on the books.

As a Democratic Senator elected on the same ticket as President Trump, I respect that Mr. Vought and I will disagree on policy — but there shouldn’t be any flexibility around respecting the Constitution. His demonstrated record of disregard for the rule of law should disqualify him from any position of public trust, much less the powerful Director of Office of Management and Budget.
Regardless of my view of any nominee, I will always roll up my sleeves, find common ground and work with anyone who is serious about getting things done for Michigan.
