Whitmire urged residents to keep sheltered in place for the next 24 hours.

The predominant risk will be the snow that melted Tuesday that will freeze on the roads overnight, Whitmire said. City offices and HISD schools will stay closed Wednesday, but the airports will open. TSA will start accepting passengers at 9 a.m., arrivals at 10 a.m. and departures will begin at 11 a.m.
