The Week in Review 

Happy Friday!

I hope you had a wonderful week. I am grateful to serve you all in the 119th Congress. Read below to see what I’ve been working on this week.

Clearing the Deck of Biden-Harris Rules and Regulations Ahead of President Trump’s Inauguration

I reintroduced the Midnight Rules Relief Act. This legislation allows Congress to rein in unelected bureaucrats. Biden’s bureaucrats imposed more than $1.34 trillion in regulations in 2024 alone. The tools provided under this Act allow Congress to swiftly address the rules issued unilaterally by this Administration.

In December, the Midnight Rules Relief Act passed out of the House by a vote of 210-201. This paves the way for House Leadership to send the bill directly to the Floor for a vote by the new Congress instead of requiring further committee consideration. 

On Monday, President-elect Donald J. Trump will be sworn in as the 47th President of the United States. The voters delivered a mandate in November, and Congress must equip President Trump with the tools he needs to enact the will of the American people.

The Midnight Rules Relief Act will allow Congress to clear the deck of America Last rules and regulations imposed by the Biden-Harris regime and will prevent our economy from taking a $1.34 trillion hit.

I urge House Leadership to quickly bring my bill to the Floor for a vote. We must advance this legislation through Congress so it’s ready to be signed into law soon after President Trump is inaugurated.

Protecting Americans from Warrantless Government Surveillance

As the Chairman of the Judiciary Committee’s Subcommittee on Crime and Federal Government Surveillance, I reintroduced the Fourth Amendment Restoration Act. This legislation, my flagship bill focused on ending government surveillance of Americans, fully repeals the Foreign Intelligence Surveillance Act (FISA), prohibits warrantless surveillance of American citizens, and holds accountable any federal official who violates the law. 

In the 118th Congress, I led the Judiciary Committee’s efforts to reform Section 702 of FISA ahead of the program’s reauthorization. This included sponsoring the bipartisan Judiciary Committee product, the Protect Liberty and End Warrantless Surveillance Act, which passed out of Committee on a 35-2 vote, and also a floor amendment to end warrantless surveillance of Americans, which failed in a tie vote 212-212 on the House floor following an intense pressure campaign by the Biden Administration and Deep State actors. Section 702 of FISA is set to expire again in April of 2026, and I will continue to lead efforts to protect Americans’ privacy. 

We cannot continue to provide our government with clandestine spying powers that violate the Fourth Amendment rights of American citizens.

We’ve uncovered countless FISA abuses in recent years. In 2021 alone, the FBI misused FISA 278,000 times to spy on American citizens – including Members of Congress, judges, and political donors. Our civil liberties are at stake. There is broad bipartisan support for Ben Franklin's notion that you can protect Americans' security and liberty at the same time.

Congress has struggled for four years with a corrupt presidential Administration that further expanded the opportunities for the government to spy on its citizens. As President Trump’s inauguration draws closer, we must be ready to leap into action to restore the constitutional rights of Americans under an Administration that will work with us, not against us.

In the 119th Congress, my colleagues and I will have another opportunity to ensure that Americans do not fall victim to continued warrantless surveillance by their own government. I look forward to working with my colleagues and the Trump Administration to ensure that these abuses are ended.

Combating the Weaponization of Government

I reintroduced legislation to combat the weaponization of the federal government by the Biden-Harris Administration. For four years, Joe Biden and Merrick Garland have weaponized the Department of Justice (DOJ) against President-elect Trump and conservatives across the nation.

Americans have witnessed—and many have experienced—firsthand the perversion of justice fostered by Joe Biden and his radical cronies. Politically motivated prosecutors have targeted Biden’s political opponents, including President-elect Donald Trump, using taxpayer dollars, while bad actors and corrupt bureaucrats were not held to account. I am committed to dismantling the weaponized DOJ and reorienting our agencies to their original purpose: protecting American citizens.

My reintroduced legislation includes the following: 

  • H.R. 62, Withholding Investments from Lawless Litigators in States (WILLIS) Act - Prohibits federal funds from being awarded to the Fulton County District Attorney’s Office and requires the Office to repay federal funds granted after January 1, 2021. 
  • H.R. 63, Accountability for Lawless Violence in our Neighborhoods (ALVIN) Act - Prohibits federal funds from being awarded to the Manhattan District Attorney’s Office and requires the Office to repay federal funds granted after January 1, 2022.
  • H.R. 118, No Federal Funds for Political Prosecutions Act - Prohibits state or local law enforcement agencies from using funds or property seized through asset forfeiture, to investigate or prosecute the President, Vice President, or a candidate for the office of President in a criminal case.
  • H.R. 96, Buzz Off Act - Prevents agencies from using drones to conduct surveillance on American citizens.
  • H.R. 80, Drain the Intelligence Community Swamp Act - Revokes the security clearances for the 51 intelligence officials who denied the authenticity of the Hunter Biden laptop scandal.
  • H.R. 52, Stop Woke Investing Act - Allows businesses to reject frivolous shareholder proposals unrelated to the financial success of the company
  • H.R. 69, Freedom to Petition the Government Act - Amends D.C. Code to ensure meetings held in the District of Columbia at a federal office building between a nonprofit organization headquartered outside of the District and officials of the federal government are not considered as doing business in the District of Columbia.

Defining Judiciary Priorities

I reintroduced legislation defining issues I hope to consider while serving on the House Judiciary Committee.

I have been honored to serve on the House Judiciary Committee my entire tenure in Congress and am grateful to serve as the Chairman of the Crime Subcommittee once again.

We have a rare opportunity this Congress to restore the integrity of the criminal justice system, reform the overburdened, oversized Ninth Circuit, and end the practice of forum shopping. I look forward to working with President Trump and my colleagues to bring about these realities.

My reintroduced legislation includes the following: 

  • H.J.Res. 1 - Proposes an amendment to the Constitution of the United States to require that the Supreme Court of the United States be composed of nine justices. 
  • H.R. 101, Judicial Administration and Improvement Act - Divides the U.S. Court of Appeals for the Ninth Circuit into two circuits.
  • H.R. 97, Injunctive Authority Clarification Act - Prohibits the issuance of national injunctions, which would disincentivize forum shopping and politicization of the judicial system.
  • H.R. 60, Knife Owners' Protection Act - Protects the right of law-abiding citizens to transport knives interstate, notwithstanding a patchwork of State and local prohibitions that burden Citizens.
  • H.R. 98, End Endless Criminal Statutes Act - Repeals ten federal provisions carrying unnecessary criminal penalties, including dressing up as a postal worker for Halloween. 
  • H.R. 59, Mens Rea Reform Act - Requires a prosecutor to prove the defendant was aware that the conduct they engaged in is of a criminal nature or that their conduct was certain to cause the criminal result in question.
  • H.R. 95, One Bill, One Subject Transparency Act - Requires that each bill enacted by Congress be limited to only one subject.
  • H.R. 100, Protect the Gig Economy Act - Protects the “gig economy” and small businesses that operate in large part through contractor services from the threat of costly class action litigation.

House Oversight and Government Reform Committee Activity

The House Committee on Oversight and Government Reform held its first hearing of the 119th Congress titled “The Stay-at-Home Federal Workforce: Another Biden-Harris Legacy.” Ahead of President Donald Trump’s inauguration, Biden Administration officials have collaborated with employee unions to guarantee federal workers long-term telework privileges. These deals are being inked despite evidence that telework is harming, not helping, the ability of agencies to deliver vital services to the American people.

Fulfilling the needs of the American people should be the top priority of federal agencies. The Oversight Committee will work with the incoming Trump Administration to ensure a more efficient and effective federal workforce.

No Exceptions to Mass Deportations: Op-Ed

The overwhelming majority of American voters sent Congress a message regarding border security: deport all illegal aliens. It is not time to temporize and vacillate. It is time for decisive action.

Donald Trump's November victory has bent political light waves toward him. Trump world is the center of global political gravity.

Internationally the leaders of the world are lining up to meet with the president-elect. They want Trump's favor and fear his disapprobation. Domestically, while there is no antidote for Trump derangement syndrome, many who were sleepwalking to oblivion by devoting their lives to the radical Left are waking up to the necessity of joining the MAGA movement.
