Medi-Cal and Medicare are cornerstones of California’s health care system. Medi-Cal is a state-federal partnership that insures over 14 million low-income Californians and a key funding source for core safety net providers—county hospitals, primary care clinics, and emergency departments. Medicare, a federal program, covers 6.9 million older and disabled Californians.
