EU Budget | Plenary | EEA Council



This week, the Commission will present its new proposal for the next Multiannual Financial Framework together with a post-pandemic recovery plan. Commission President Ursula von der Leyen will debate the revised budget with Members of the European Parliament during a special plenary session on Wednesday.

Meanwhile, MEPs will take part in Committee meetings throughout the week to tackle a number of topics, including the Conference on the Future of Europe, Poland and the Rule of law, tourism and the rights of cross-border workers. The President of the European Parliament and political groups’ leaders will also have a call with German Chancellor Angela Merkel and Bundestag President Wolfgang Schäuble, ahead of the German Council Presidency that starts on 1 July.

European Parliament

Parliament will hold a plenary session this Wednesday, to debate the EU’s long-term budget and recovery package. Earlier this month, MEPs had called for a €2 trillion package to support citizens and businesses as the EU faces a deep economic recession due to the pandemic. A number of Committee meetings will also take place this week. The Constitutional Affairs Committee (AFCO) will discuss the next steps towards the Conference on the Future of Europe and the EP’s role in it. The Civil Liberties Committee (LIBE) will debate a draft interim report on whether there is a clear risk of a serious breach of the rule of law by Poland. The Committee on Women's Rights and Gender Equality (FEMM) will look at its report on the EU Strategy for Gender Equality.

European Commission

This week, the Commission will present its updated Multiannual Financial Framework (MFF) and a recovery plan, repackaged under an “EU budget powering the Recovery Plan for Europe”. Commissioners will also approve the adapted Commission Work Programme for 2020.
On Wednesday, President Ursula von der Leyen will debate the new budget proposal and recovery plan with the European Parliament in a special plenary session.

Council of the EU

This week, ministers of the European Economic Area (EEA), which brings together EU Member States an Iceland, Liechtenstein, and Norway, will discuss the overall functioning of the EEA Agreement and the impact of COVID-19 on the internal market. Ministers will also hold a debate on the European Green Deal, with Commission Vice-President Frans Timmermans. The Council will then discuss the EU-UK negotiations with Michel Barnier, Head of the Task Force for Relations with the UK. On Tuesday, European Affairs ministers of the EU will meet to talk about the post-pandemic recovery and the new long-term EU budget.
