LCB Action: Two Cannabis-Related Rulemaking Filings - Proposed Rules for Minors on Non-Retail Cannabis Premises and Sale of Cannabis Waste

 

On Jan. 15, 2025, during its regularly scheduled meeting the Liquor and Cannabis Board (LCB) took the following cannabis-related actions:

 

1. Minors on Non-Retail Cannabis Premises: Proposed rules filed – Public comment period now open

 

The Board approved a rule proposal (CR 102) to amend WAC 314-55-015 allowing people under 21 years old (minors) on non-retail cannabis premises under certain conditions. This rulemaking is related to an expired LCB COVID allowance, and two rulemaking petitions accepted by the Board in 2022.

 

 

2. Sale of Cannabis Waste: Proposed rules filed – Public comment period now open

 

The Board approved a rule proposal (CR 102) to amend WAC 314-55-097 implementing Substitute Senate Bill (SSB 5376), now in law as RCW 69.50.3255. SSB 5376 authorizes the sale of cannabis waste by licensed cannabis producers and processors to persons who are not cannabis licensees under certain conditions.

 

 

Public comment on both of these proposed rules is open until the public hearings currently scheduled for Feb. 26, 2025.
