STATE ENGINEER’S OFFICE FINAL OPINION OF THE NATRIUM DEMONSTRATION REACTOR WATER SUPPLY AND WATER YIELD ANALYSIS LINCOLN COUNTY, WYOMING JANUARY 2025 The State Engineer’s role in industrial development and siting is outlined under Wyoming Statute (W.S. § 35-12-108). If an applicant for an industrial siting permit plans to construct a facility which will use more than 800 acre-feet (260.7 million gallons) of water per year, the applicant must submit a water supply and water yield analysis to the State Engineer. The State Engineer will then review the analysis and “render a preliminary opinion as to the quantity of water available for the proposed facility” (W.S. § 35-12-108(c)). Pursuant to W.S. 35-12-108, the State Engineer’s Office published the preliminary opinion once a week for three consecutive weeks in the Kemmerer Gazette (i.e., November 26th, and December 3rd & 10th, 2024). Before rendering a final opinion as to the quantity of water available for the proposed Natrium Demonstration Reactor, the State Engineer provided a 20-day period after the last date of publication which ended on December 30th, 2024, for the submission of written comments. No comments were received.
