CLEAN ENERGY INSIDER
JANUARY 8, 2025
REAMS REPORT

Dear Friends and Colleagues,

Congress is officially back in session, and CRES is hitting the ground running. As lawmakers return, we’re energized to continue advocating for policies that strengthen America’s all-of-the-above energy strategy, ensuring a cleaner future for all.

This session brings exciting opportunities to tackle our most pressing energy issues head-on. From protecting clean energy tax credits to advancing comprehensive federal permitting reform, CRES is committed to ensuring commonsense drives energy policy. These initiatives are critical to reducing global emissions and bolstering energy security and economic growth across the nation.

We’re thrilled to work with both the new and returning faces in Congress. Collaboration with these Members is key to addressing our challenges to unlock the full potential of American energy leadership. We’re confident we can make meaningful progress and continue to build upon the incredible momentum of recent years.

In other news, the U.S. Department of the Treasury and Internal Revenue Service’s (IRS) released the final rules for the section 45V Clean Hydrogen Production Tax Credit established by the Inflation Reduction Act. While the rules are a step in the right direction, the incoming Trump Administration can build on this progress to enable near-term project deployment and fully unlock the potential of American produced hydrogen. We look forward to working with the Trump Administration to ensure American leadership in this important emerging industry

Let’s make this year one to remember! As always, we welcome your partnership in meeting our shared energy and climate goals.
Sincerely,
Heather Reams
CRES President

WHAT CRES IS HEARING
“Studies have repeatedly shown that American liquefied natural gas exports benefit our economy, our environment, our security and the security of our allies. Nothing in a biased study from a bitter administration on its way out the door can change that. I look forward to President Trump unleashing American energy and reversing President Biden’s ban on liquefied natural gas exports.” – Senator John Barrasso (R-Wyo.) in a statemen ([link removed]) t ([link removed]) about the U.S. Department of Energy’s study on liquefied natural gas (LNG) exports.
––
"House Republicans have worked on permitting reform for years because we know the detrimental impact the broken and litigious permitting process has on our country. Senators Manchin and Barrasso’s bill, which only passed out of committee and not the full Senate, addressed some reforms but needed the House NEPA provisions to strengthen it. Ultimately, progress stalled because of a failure to agree on legislative text that would have fixed the broken process. Compromise can’t be one sided and House priorities were watered down or ignored, which would have resulted in a permitting reform bill in name only. America still desperately needs commonsense reforms that allow our industries to build and our workers to compete. I look forward to working in the next Congress with President Trump and a Republican House and Senate along with those across the aisle who desire meaningful permitting reform." – House Committee on Natural Resources Chairman Bruce Westerman (R-Ark.) in a statement

“President Biden’s promise to end fossil fuels hurt the hardworking energy producers of my district who have worked diligently to increase production while fueling our allies abroad. If implemented, the ill-conceived natural gas tax will handicap technological innovation, reduce supplies of affordable energy, and increase both costs and emissions. I am proud to lead this CRA to rescind implementation of the natural gas tax.” – Rep. August Pfluger (R-Texas) in a statement ([link removed]) about his bicameral Congressional Review Act (CRA) resolution to block implementation of the Biden Administration’s Natural Gas Tax.

WHAT CRES IS SAYING

About CRES’ 2 million-dollar ad buy...
“Investments in the U.S. clean energy industry, like those made in the bipartisan infrastructure law, are yielding tangible benefits for the American people. These initiatives power clean energy manufacturing, onshore critical mineral supply chains, create good-paying jobs and ensure the delivery of affordable, reliable and clean energy. We’ve seen American’s tax dollars put to work to build stronger communities for families across the nation, and this campaign showcases that.” – CRES President Heather Reams in a statement ([link removed]) .

About Rep. Guthrie’s new role as House Energy and Commerce Committee Chair...
“Congratulations to Rep. Brett Guthrie on his new role as chair of the powerful House Energy and Commerce Committee. Rep. Guthrie is a proven leader and understands the importance of energy security, manufacturing, and environmental stewardship. As a member of the Conservative Climate Caucus, he understands the importance of an all-of-the-above approach that prioritizes American-made solutions, and CRES looks forward to our continued partnership in the new Congress.” – CRES President Heather Reams in a statement ([link removed]) .
––

About CRES’ support for permitting reform...
“CRES supports an all-of-the-above approach to energy with the goal of lowering energy prices, increasing energy security, accelerating innovation and reducing global emissions – not reducing energy choices. However, our broken permitting system is jeopardizing our ability to deploy innovative technologies, meet growing energy demand and build new infrastructure and manufacturing capabilities that promote American energy independence.” – CRES President Heather Reams in a statement ([link removed]) .
––

About CRES’ support for the Reinvesting In Shoreline Economies and Ecosystems Act (RISEE Act) ...
“Supporting the development of offshore wind can bolster America’s industrial strength, enhance efficiency and reduce dependence on foreign energy sources. This approach not only advances our energy independence but also delivers substantial economic and job benefits. During this lame duck session, we urge Congress to seize this opportunity to pass the RISEE Act as a critical component of our nation’s all-of-the-above energy and environmental strategy. This bipartisan legislation represents a meaningful step toward strengthening America’s energy independence, fostering economic growth and building climate-resilient coastal communities.” – CRES President Heather Reams in a statement ([link removed]) .
