Manchester, a majority-Black neighborhood in the North Side, could see major changes in the next few years as the planned, three-quarter billion dollar Esplanade development takes shape. Two Manchester groups applied to be formally recognized as voices of the neighborhood through the city's Registered Community Organizations Program. One group has been approved while the other still awaits the city's decision.
