Happy New Year, Washington, D.C.! I hope you had a wonderful time ringing in 2025 with family, friends, and loved ones. As we begin this exciting new year, I want to take a moment to reflect on the progress we've made and to look ahead to the important work that lies before us.
As your At-Large Councilmember and Chair of the Committee on Business and Economic Development, I’m proud of the transformational legislation we've been able to pass this past year. Together, we have made significant strides in fostering economic growth, expanding opportunities, and supporting the needs of our residents.
Looking ahead, my office is more committed than ever to maintaining and strengthening our efforts in 2025. As we close out 2024, I’m proud to share the significant strides the Committee on Business and Economic Development has made in advancing key legislative initiatives. This year, 95 bills were referred to our committee, and many of these important pieces of legislation successfully passed through the process. In total, 24 bills were enacted, and 25 resolutions were adopted, all aimed at enhancing the District of Columbia’s business landscape, infrastructure, and quality of life for residents.
My office has worked tirelessly to ensure that these laws will bring meaningful change to our community, drive progress, and improve the lives of residents across Washington, DC. Below is a recap of the key legislation passed this year and the impact it will have on our city.
1. Revenue Bonds Resolutions: Supporting Vital Community Projects
Revenue Bonds Support for Washington Yu Ying Public Charter School
Explanation:
* This past year, our committee has successfully enacted several revenue bond programs that provide critical funding for important projects across the District—ranging from education to infrastructure.
* Revenue bonds allow us to finance these initiatives without relying on taxpayer dollars. By using bonds, we can support community improvements while ensuring fiscal responsibility.
* A key example of this is the authorization of up to $44 million in revenue bonds for the Washington Yu Ying Public Charter School.

Bill 25-0658: Housing in Downtown Tax Abatement Technical Amendment Act of 2024

* Bill 25-0658 is a key piece of legislation aimed at revitalizing Downtown DC, ensuring it remains a vibrant, mixed-use community.
* It is part of the broader Housing in Downtown program, which focuses on converting underutilized office spaces into residential areas while prioritizing affordable housing.
* The bill includes provisions for competitive tax abatements to incentivize responsible and strategic development of housing projects in Downtown.
Impact:

This year, Bill 25-0658 marks a significant step forward in ensuring that our Downtown continues to grow while remaining a place where all residents can thrive.
3. Clean Hands Certification Economic Expansion and Revitalization Amendment Act of 2024
* Explanation:
+ Raises the Clean Hands certification threshold from $100 to $1,000 for debts owed to the DC government when applying for business and occupational licenses.
+ Individuals with debts under $1,000 will no longer be disqualified from obtaining these licenses.
+ Clarifies that traffic-related debts, including parking tickets, speeding fines, and automated traffic enforcement fines, will not affect eligibility for most business and occupational licenses, unless the total debt exceeds $1,000.
* Impact:
+ Reduces Barriers: More residents can now access business and occupational licenses, particularly those with minor debts under $1,000.
+ Fosters Opportunity: Removes traffic fines as a barrier, allowing individuals with past violations to pursue business opportunities without being held back.
+ Increases Economic Participation: More small business owners and workers can engage in the economy, contributing to local growth and job creation.
* Why It Matters:
+ Supports economic revitalization by giving more people access to business opportunities, regardless of minor financial setbacks.

4. Tackling Inequality in the District
The Insurance Database Amendment Act of 2024 (Bill 25-152)
Explanation:
* The Insurance Database Amendment Act of 2024 (Bill 25-152) aims to address the lasting effects of slavery and systemic racism in the District.
* The bill has three key components:
1. It requires the Commissioner of the Department of Insurance, Securities, and Banking to create a database of records related to slavery and slaveholding.
2. It establishes a Reparations Task Force to study and develop proposals for reparations for African Americans who were directly harmed by slavery, Jim Crow laws, and systemic racism.
3. It creates a Reparations Foundation Fund to provide reparations based on the recommendations from the Reparations Task Force.
Impact:
* Historical Record: The creation of a database documenting records related to slavery and slaveholding will help preserve an important historical record for future generations and facilitate reparations efforts.

Youth Engagement: Fight For Children - Youth Sports Day
I am deeply honored to have received the Legislative Leader of the Year Award from Montgomery County Councilmember Gabe Albornoz and Fight For Children, a nonprofit dedicated to expanding access to youth development and sports programs. This recognition, presented during Fight For Children’s Youth Sports Day, underscored the transformative power of sports in shaping young lives.
With over 1,500 participants and 34 organizations gathered at the event, I was proud to witness the incredible progress we’ve made in supporting youth sports across the District. Growing up in Northeast DC, I’ve always understood that sports are more than just games—they are pathways for our youth to learn, grow, and discover new opportunities.
Looking ahead, I am committed to ensuring that every young person in our city has the resources and support they need to reach their full potential, whether on the field, behind the scenes, or in the business of sports. Our youth deserve every opportunity to thrive, and they will always have my unwavering support.
Public Safety: DC PEACE ACADEMY GRADUATION
Keynote Speaker at Peace For DC's #6 Cohort Graduation
Earlier this year, I had the honor of serving as the keynote speaker at Peace For DC's #6 Cohort graduation at TheArc on 1901 Mississippi Ave SE. I had the privilege of congratulating the cohort on their remarkable achievements and emphasizing the vital work they are doing to create safer, more resilient communities.
The cohort, which includes trained violence interrupters, is on the front lines of reducing violence and fostering peace in D.C. I also shared my personal experiences growing up in D.C., witnessing the impact of gun violence, and the importance of addressing these issues head-on.
A special thank you to Peace For DC's Executive Director, Marcus Ellis, whose years of expertise in public safety continue to guide this transformative initiative. The work these young leaders are doing today will undoubtedly help shape a brighter, more peaceful future for our city.
Team McDuffie Volunteers at Food & Friends
Throughout the year, Team McDuffie had the privilege of volunteering with Food & Friends, an organization dedicated to providing nutritious meals to individuals facing serious illnesses. It was deeply rewarding to give back to the community by helping prepare and deliver meals to those in need.
Volunteering with Food & Friends allowed us to support our neighbors in a hands-on way and reaffirmed our commitment to serving and uplifting the District’s most vulnerable residents. We are excited to continue this important partnership and look forward to making an even greater impact in the future.
** Celebrating the Legacy of Go-Go Music

As someone who has always supported go-go music, growing up in DC allowed me to witness firsthand the immense talent and cultural impact go-go has had on our city. It was truly an honor to celebrate the rich legacy of go-go music today!
A big shout-out to Dr. Natalie Hopkinson and Ronald Moten for their vision in bringing this museum and café to life at 1920 Martin Luther King Jr. Ave SE, Washington, DC 20020—a space that not only honors our culture but also uplifts our city. This museum is much more than a collection of history; it’s a living, breathing testament to our city’s past, present, and future. From the streets of DC to the world stage, go-go continues to inspire and shape the cultural fabric of our community!
Engaging with Seniors at Judiciary House
Team McDuffie had the pleasure of meeting with the senior residents of Judiciary House on H St. NW to connect, listen, and provide food. During our visit, we discussed the important issues and concerns that seniors face in the District.
These conversations serve as a powerful reminder of the ongoing need for advocacy for our seniors, and we remain committed to ensuring their voices are heard and their needs are addressed. It’s always an honor to spend time with our community and work toward making meaningful improvements for our seniors.
Supporting DC's Professional Sports Teams
Back in September, I had the honor of being invited by the Washington Spirit to deliver the game ball and flip the coin to kick off their match at Audi Field. The Spirit are a cornerstone of our city’s vibrant sports community, and I’m proud to support them as they compete on the field. With an incredible season culminating in their third National Women's Soccer League Championship appearance, and several players earning league honors, they truly shine as a team. As a passionate fan and advocate on the Council, I remain committed to championing DC sports and their positive impact on our community.
** The 37th Annual High Heel Race

I was proud to attend the 37th Annual High Heel Race along 17th Street, celebrating our city’s LGBTQ+ community and emphasizing the importance of inclusivity.
As an ally, I firmly support the LGBTQ+ community and advocate for equality and understanding for all. During my time at the council I have been committed to creating a more inclusive, welcoming environment in our city.
Supporting the LGBTQ+ community is essential year-round. We must ensure equal access to healthcare, housing, and employment, while providing safe spaces free from discrimination. Let’s remember that an inclusive environment requires active support and continued effort to dismantle barriers for all.
Cheering on the Washington Mystics: A Memorable Visit
During my visit to the Entertainment & Sports Arena, located at 1100 Oak Dr SE, Washington, DC 20032, I had the opportunity to cheer on the Washington Mystics during one of their thrilling games and received a tour of the arena’s impressive facilities.
Watching these incredible athletes compete was truly inspiring. The Mystics, a cornerstone of our city’s sports community, brought home a WNBA Championship in 2019 and continue to demonstrate excellence both on and off the court.
** Ribbon Cutting at the Elle Apartments: A Vision for Downtown’s Future

We recently celebrated the ribbon-cutting of the Elle Apartments, the first office-to-residential conversion at 20th and L Streets NW. This transformative project highlights the incredible potential of revitalizing our downtown and business corridors to better meet the needs of our community. It’s a testament to the power of collaboration—where innovative ideas flourish, cooperation thrives, and bold dreams take shape.
A heartfelt thank you to all who contributed to this achievement—WILLCO, Leona Agouridis, the Golden Triangle BID, the Mayor and Deputy Mayor’s office, the architects, engineers, and financiers. Your unwavering support and belief in the vision of a revitalized downtown have been critical to this success. The Elle Apartments stand as a powerful reminder of what we can accomplish when we come together with passion and purpose to shape the future of our city.
We will continue to push the boundaries of innovation, and my team will keep collaborating across the BIDs, with our neighbors, and with the executive branch to stimulate and drive the growth of our downtown economy.
FY 2024 Budget Recap
** Budget Priorities: Turning Challenges into Opportunities for Our Future

As we saw with this year’s budget, we must continue to work together for the future of our District. Our goal remains to convert challenges into opportunities for our people, ensuring that we are not only addressing current needs but also preparing for long-term growth and prosperity.
This year’s budget included several key initiatives designed to make a real impact:
* Sports Wagering: Ensured a competitive landscape for sports wagering in the District, creating a thriving market while prioritizing fairness and opportunity for all involved.
* Child Wealth Building (Baby Bonds): Created a meaningful and untouchable revenue stream for the Child Wealth Building Act (Baby Bonds), setting the foundation for future generations to have the resources to build wealth and access opportunities.
* Insurance Database: Pre-funded the work of the Reparations Task Force, enabling us to study reparations for African Americans and provide the Department of Insurance, Securities, and Banking the funds to create a necessary database for tracking historical documents, ensuring this important work can move forward.
* Clean Hands Debt Threshold: Increased the Clean Hands debt threshold from $100 to $1,000, addressing a policy that disproportionately impacted Black residents. This change will provide more equitable opportunities for DC workers seeking occupational licenses and for those looking to start businesses, removing financial barriers to economic empowerment.
