As we welcome 2025, I want to wish everyone a joyful, prosperous, and healthy new year. This year marks a significant transition for me, as my second and final term as your District 11 Supervisor ends on January 8th. Serving the diverse and vibrant community of District 11 for the past eight years has been the honor of a lifetime, and I am profoundly grateful to the residents who entrusted me with this responsibility.
When I first ran for office, I knocked on doors, asking residents, “How long have you lived in our neighborhood, and what is the number one issue you want me to address at City Hall?” Those conversations shaped my priorities and gave me my marching orders.
District 11 is truly a microcosm of San Francisco. A community of homeowners, renters, immigrants, and working families, it is the most diverse part of San Francisco in every sense of the word. It has the second-highest concentration of children under 18. It is home to longstanding Black homeowners, a large Latino community, Irish and Italian families, thriving Asian and Pacific Islander families, and, within that, the largest Filipino community in San Francisco. I am deeply honored to have served these households.
I want to thank my incredible wife, Yadira, and my children, Xol and Rumi, for their unwavering support over these years. I also want to express my gratitude to the Labor movement, whose faith in me helped elect me to both my first and second terms.
My office and the entire Board of Supervisors would not have been able to do any of our work without the support of the Clerk of the Board, Angela Calvillo, and her Deputy Director, Alisa Somera, and the entire staff in their offices.
None of this work would have been possible without the partnership and collaboration of city leadership. I would also like to acknowledge the collaboration and support from former mayors Ed Lee (may he rest in peace), Mark Farrell, and London Breed and their administrations, especially their department directors and our city attorneys, whom I worked with very closely over the years. With their assistance, our achievements were rooted in putting the needs of District 11 first and impacting all San Franciscans.
Behind every success is a team of dedicated individuals who make it all possible. I am deeply grateful to my 15 staff members who served during my eight-year tenure. Without their dedication, we could not have achieved so much to improve the quality of life for District 11 residents and all San Franciscans.
Reflecting on these past eight years, I am proud of what we have accomplished together to have a lasting impact on San Franciscans for generations to come:
* Built over 600 new housing units in District 11, with 65% affordable and thousands more citywide through the Inclusionary Housing update.
* Led the effort to plant more than 3,000 trees and secured millions in traffic calming measures to make our streets safer in District 11.
* Created an oversight and accountability commission for the Department of Homelessness and Supportive Housing - providing mandatory audits for the first time.
* Revived the Homeward Bound program, helping more unhoused individuals reconnect with their loved ones in their hometowns.
* Prioritized funding for the city’s first sober, abstinence-based program to help residents struggling with addiction.
* Approved funding and legislation for the city's first free grocery store for residents to address food insecurity.
* Established and funded the Student Success Fund, investing in our children's future that will have an impact for the next 14 years.
* Expanded STEM afterschool programs in District 11 and citywide.
* Established the Downtown University Fund to entice colleges and their students to live, thrive, and study in our downtown as our city recovers.
* Created the first citywide Project Labor Agreement for publicly funded projects.
* Established the First Responders Student Loan Forgiveness Fund, addressing critical staffing shortages in public safety and healthcare.
* Led the effort to create a citywide community policing plan to increase foot and bike patrols to address crime proactively.
* Waived the fees for thousands of small businesses that utilized the parklet program.
These accomplishments represent just a fraction of the billions of dollars we ushered in, transforming the District 11 community. The bar has been raised, and District 11 is no longer seen as the forgotten part of the city.

As I pass the torch to Supervisor-Elect Chyanne Chen, I am confident she will lead our district with integrity and commitment. I have worked closely with her throughout this transition and will continue to support her as she takes on this critical role.
Though my time as supervisor is ending, my dedication to the people of San Francisco remains the same. I will always find ways to serve this incredible city and contribute to the well-being of our communities.
Thank you for the trust, conversations, and shared journey over these eight remarkable years. Together, we have proven that collaboration and persistence can achieve meaningful change.
