As the 118th Congress comes to a close, I wanted to highlight what I have been doing to fight for you, Texas’ 21st Congressional District, and our country this year:

Big Wins!
This year, my team has been hard at work delivering wins for the American people.

Safeguarding American Elections 
This summer, the House passed my bill, the Safeguarding American Voter Eligibility (SAVE) Act, which would require proof of citizenship to register to vote in U.S. elections and give states the tools they need to remove non-citizens from their voter rolls. I am proud to have led the fight on ensuring only American citizens vote in American elections and bringing this issue into the national spotlight.

Sanctioning the Illegitimate Criminal Court
I also authored, H.R. 8282, the Illegitimate Court Counteraction Act. This bill would levy sanctions on the International Criminal Court for continuing its baseless attacks against our ally, Israel. The ICC’s dangerous precedent of issuing arrest warrants against American allies must be stopped.

Nonstop Flight for San Antonio
I was proud to support this year’s FAA Reauthorization Act, which included a hard-fought provision to expand flights at DCA. For far too long, residents of America's seventh-largest city — including the tens of thousands of active-duty service members and veterans in Military City USA — were denied a direct, nonstop flight to Washington Reagan Airport in our nation’s capital for no other reason than outdated legislation and crony protectionism. As a result of this effort, in March 2025, San Antonio will finally get a nonstop flight to the airport closest to the US Capitol, Pentagon, and our national monuments. Stopping Government Weaponization
My amendment to H.R. 7888, the Reforming Intelligence and Securing America Act, which was signed into law, requires the FBI to report to Congress on a quarterly basis the number of American citizens they have conducted queries on. This amendment is a huge win in gaining Congressional oversight on the intelligence community’s ability to spy on American citizens. The FBI and other agencies are now forced to open the books on the number of Americans they are monitoring under the Foreign Intelligence Surveillance Act.

Highlights from the second session of the 118th Congress

Casework Roundup
This year, my team helped serve the people of TX-21 by completing 1,283 casework cases. Every day, Team Roy works hand in hand with the Social Security Administration to get constituents their tax returns in a timely manner, the Veterans’ Administration to secure the help that our veterans need and deserve, and with the United States Citizenship and Immigration Service to deliver results to those hoping to become a citizen. My team is dedicated to continuing to serve our district’s needs.
