In Los Angeles, I took a power walk around the Westwood neighborhood adjacent to UCLA.  Not too long ago, this was a very nice place to be.  No longer. Many shops are closed, windows smashed.  Drug addicts loiter all over the place.  The local CVS has nearly all products locked in cabinets.  Employees told me they are under orders to allow shoplifting without comment.  If they try to interfere, they will be fired.
