As the year closes, Pittsburgh Mayor Ed Gainey's signature zoning reform agenda, proposed in September, has been postponed. City Councilor Bob Charland introduced a bill that stands in direct contrast to Gainey’s inclusionary zoning expansion efforts. The City Planning Commission must address both in the new year.
