As your Council Member, one of my core responsibilities as a Council Member is reviewing and voting on land use decisions in our district. Property owners seeking to alter their property’s use or development must go through a rezoning proposal through the Uniform Land Use Review Procedure (ULURP)—a year-long process that includes public hearings and input from the local community, Community Board, the Borough President, the City Planning Commission, and Council Member.


Your input is critical to these proposals. It ensures that we make decisions that reflect our community's needs and priorities.


The Arrow Linen Rezoning Proposal at 441 & 467 Prospect Avenue in Windsor Terrace, has reached the City Council for review. The Council’s Subcommittee on Zoning and Franchises will hold a hearing on Thursday, January 9, 2025, at 11 AM in the Council Chambers at City Hall.


If you live, work, or have any other connection to the neighborhood, your voice matters. I strongly encourage you to share your feedback. I will be attending the hearing and paying close attention to community feedback in assessing this proposal.


Here’s how to participate:

  • In-Person Testimony: Attend the hearing at City Hall and testify. Pre-registration is not required.

  • Virtual or Phone Testimony: Testify via Zoom or phone. Pre-registration is required, and details will be available on the City Council Land Use website closer to the date. My office will also share this information once it’s updated.

  • Written Testimony: Submit by emailing [email protected] within 72 hours of the hearing’s conclusion.


My office has already received significant community feedback on this proposal, and I encourage everyone to share their input through one of the listed channels to ensure it becomes part of the official hearing record.   • The Southwest Brooklyn Industrial Development Corporation (SBIDC) is recruiting manufacturers, small business owners, and creative entrepreneurs for their winter business management and training program, Plan For Growth: Finance Edition. Apply by 1/13.

  • Join a Brooklyn Community Board and help shape your neighborhood. Applications for Community Board are open until 2/14.

  • Do you have questions about court hearings, asylum, or ICE appointments? Starting on 1/15, you can meet with a volunteer at South Brooklyn Sanctuary on Wednesdays at Fifth Avenue Committee (621 DeGraw Street).

  • Jacob Riis Neighborhood Settlement is offering free 10-week citizenship classes starting 1/22. Sign up here to receive test prep, civics instruction, and application assistance.

  • The Gowanus Canal Conservancy is looking for volunteers to help chop weeds and prepare compost at the Lowlands Nursery on Saturday shifts through February. Volunteers will also assist in building a greenhouse for native plant seedlings.
