The Week in Review 

Happy Friday!

I hope you had a wonderful week. I am grateful to serve you all in the 118th Congress. Read below to see what I’ve been working on this week.

Voting Against the Uniparty’s 35th CR

Tonight, the House passed its 35th continuing resolution (CR) in the last ten years. This CR will extend Biden-Harris-Schumer-Pelosi spending levels and priorities into President Trump’s Administration. It also spends $110 billion in supplemental spending with no offsets.

I proposed a plan to support the appropriations bills already passed by the House, a slimmed down, paid-for disaster relief package, and funding for President Trump’s border security plan. That would have been a better choice for the American people. 

Congress must return to regular order. We will be faced with government funding decisions in March when this bill expires and again at the end of the fiscal year in September. We must return to regular order and fiscal responsibility.

My Bill Promoting Stronger Congressional Oversight of Outgoing Presidential Administrations PASSES HOUSE

This week, the House passed my bill—H.R. 115, the Midnight Rules Relief Act—by a vote of 210-201. I spoke in front of the House Rules Committee and on the Floor in favor of my bill. Click the images below to hear more about H.R. 115:

The passage of Midnight Rules Relief Act will make it easier for Congress to check the unelected bureaucrats who have been feverishly writing new federal rules before the end of the Biden Administration. In 2024 alone, the Biden Administration has imposed more than $1.34 trillion in regulatory costs, and that number will continue to grow until they leave office. Many of these rules are out of step with the mandate the American people gave us in November, and the tools provided under this Act will allow them to be swiftly addressed. 

The Midnight Rules Relief Act will allow Congress and President Trump’s incoming Administration to follow through on our promises to rein in the out-of-control bureaucracy and return power to the American people and those they elect.

I look forward to reintroducing this bill immediately upon returning to Washington, D.C., for the 119th Congress and working with my colleagues—in both the legislative and executive branches—to break down the massive administrative state that has been propped up by Joe Biden and his cronies.

Hosting a Press Conference With the Congressional Border Security Caucus

The Congressional Border Security Caucus has served to educate members of the House of Representatives on the disastrous consequences of the Biden-Harris Regime’s open border policies. This week, we held a press conference highlighting some of the most devastating impacts the border crisis has had on American communities. We also reiterated Congress’s responsibility to aid President Trump and his Cabinet as he works to secure the border.

Denouncing President Biden’s Auctioning of Border Wall Material

I led a letter to President Biden excoriating his Administration’s decision to auction off materials for President Trump’s border wall mere weeks before President Trump retakes the Oval Office.

ABC15 reports that “sections of the Arizona border wall have been up for sale at a public auction on a government surplus company's website.” The recent actions are a political stunt illustrating how out of touch the Biden-Harris regime is with the American people. 

The letter demands that President Biden answer the following questions no later than December 31, 2024:

  • Did the DOD consider the likelihood that the next administration will utilize these materials?
  • Did officials in the Department of Homeland Security consider the likelihood that their successors will utilize these materials when determining what amount of these materials to request from the DOD?
  • If these materials were sold prior to January 20, 2024, how much would it cost the federal government to acquire the same quantity and quality of materials for future construction on the southwest border?
  • Did your administration ever consider finishing construction of the border wall with the materials you inherited from the prior administration?

It is reprehensible that this current Administration has such disdain for its political opponents that it would sabotage President Trump’s duty to secure the border before he even takes office.

This corrupt regime allowed border wall material to sit and rot for nearly four years only to auction it off at bottom-dollar prices after the American people kicked them out for perpetuating an invasion at our border. Joe Biden and his cronies chose to waste resources paid for by taxpayer dollars simply to spite the incoming Trump Administration.

The American people delivered a mandate last month—President Trump will secure our border once again, despite this shameless political stunt by the outgoing regime. I look forward to working with the Administration and my colleagues to uphold the promises we’ve made to the American people.

Congress Must Fund Border Security Through Reconciliation

I spoke at a press conference with Senate conservatives and members of the House Freedom Caucus on the importance of advancing President Trump’s policies through the budget reconciliation process. The American people delivered a mandate to secure the border, and President Trump—alongside Border Czar Tom Homan—will work to make that happen.

Congress must use the first reconciliation bill—no matter how byzantine the process—to allocate funds for the new Administration to secure the border. Click the image below to hear my remarks from the press conference:

Congress Is Self-Inflicting Another Government Funding Crisis: Op-Ed

The U.S. House of Representatives is once again bringing about a self-inflicted government funding crisis. A simple alternative to the House's habit of using continuing resolutions (CRs) to fund the government would be to pass 12 individual appropriations bills, on time, as required by law. Since we failed once again to pass all 12 by the June 30 deadline, we ought to at least send the five appropriations bills that we did pass over to the Senate.

Congress Must Deliver on Their Promises to the American People: Op-Ed

Once again, the United States Congress is putting its inability to manage its pocketbook on display for the world to see. Disaster relief? Spitball some numbers, in excess of $100 billion, don’t figure out a way to pay for it; include pedestrian trails and military bases and pet projects in 40 different states—the vast majority not impacted by the hurricanes—and call it good. 

Add to that a continuing resolution (CR), which will keep ongoing spending for the next three months, producing an additional $800 billion to the national debt and keep all of the horrible Biden Regime policies in place.

House Judiciary Committee Activity

I chaired a Judiciary Subcommittee on Crime and Federal Government Surveillance hearing titled “Oversight of the Criminal Justice Information Services (CJIS) Division.” In the fall of 2024, the Federal Bureau of Investigation’s (FBI) Criminal Justice Information Services (CJIS) Division updated crime statistics for FY 2022 to reflect a 4.5 percent increase in violent crime where the FBI had initially reported a 2.1 percent decrease in violent crime. The FBI did not publicize the revision, and the only way to see this change is to download the FBI’s updated crime data and compare it to the previous year.

The FBI, instead, disclosed the revision in a footnote to its 2023 UCR Crime in the Nation Survey, which stated the original 2022 numbers had been “updated.” The initial 2022 data was heralded as “historic declines” in the crime rate. Despite having the true data, the FBI never issued a clarification while the incorrect statistics were used to push a false narrative. Media even used the incorrect data to “fact check” President-elect Trump’s assertion that violent crime had risen during the Biden-Harris Administration.

My colleagues and I questioned CJIS Acting Assistant Director Timothy Ferguson on his department’s failures in disclosing accurate statistics. Click the image below to hear my opening remarks from the hearing:

The Judiciary Subcommittee on the Constitution and Limited Government held a hearing titled “Revisiting the Implications of the FACE Act: Part II.” The Biden-Harris Administration has a double standard of enforcing the Freedom of Access to Clinic Entrances (FACE) Act in a way that disproportionately targets peaceful pro-life activists.

On October 5, 2022, the DOJ announced charges against eleven individuals for FACE Act violations stemming from a single event from March 5, 2021—over a year prior—in Mount Juliet, Tennessee. The pro-life advocates who were arrested sang and prayed in a “hallway of a shared general medical office building” featuring an abortion clinic. Several individuals were reportedly arrested at the time and posted bail for misdemeanor charges before the DOJ charged them 17 months later. Two days after his indictment on October 3, 2022, FBI agents raided Paul Vaughn’s home, arresting him in front of his wife and children. In July 2024, a federal court sentenced Vaughn to “six months of home confinement and three years’ supervised release” for charges of violating the FACE Act and “conspiracy against rights.”

Mr. Vaughn’s case is far from the only incident of egregious violations by Biden-Harris’s weaponized DOJ. I am a fervent supporter of Rep. Chip Roy’s bill to repeal the FACE Act and urge immediate consideration of the bill at the beginning of the 119th Congress. Click to image below to hear some of my remarks from the hearing:

This week, Team Biggs attended the weekly Red Friday breakfast–hosted by American Legion Post 27 in Apache Junction–where they had the honor of hearing Colonel Thomas H. Kirk, Jr. speak.

Col. Kirk flew over 100 missions in both Korea and Vietnam, and h credits his faith in God for helping him survive 6 years as a POW.
