It has been the honor of my life to serve as your Representative in Washington. During my time in Congress, I have worked tirelessly to deliver results for North Carolina's Sixth Congressional District, and while I would love nothing more than to continue to work on behalf of my constituents, my time as your representative is soon coming to an end.
This will be my final newsletter, as the blatantly gerrymandered congressional districts the Republican-led North Carolina General Assembly enacted made it impossible for me to run again. However, I will always carry with me the lessons I've learned and the relationships I've built in Congress as I continue working to support and uplift the people of North Carolina's Sixth Congressional District.

Out and About in NC-06
Over the past four years, Congresswoman Manning has had the privilege to visit communities all across the district - from Pleasant Garden, to Yanceyville, to Mayodan, she has attended over 320 events and held over 400 meetings with constituents, connecting with the people who make this district so special.
Supporting NC-06 Veterans

Throughout her time in Congress, Congresswoman Manning remained committed to ensuring our veterans receive the support and care they earned through their service to our country.
For months, local veterans in NC-06 were eagerly anticipating the opening of the Kernersville State Veterans Home. Congresswoman Manning sent a letter to the NC Department of Military and Veterans Affairs, asking questions on their behalf about the anticipated timeline. In November 2023, Congresswoman Manning was proud to celebrate the opening of the facility alongside other tireless veteran advocates in North Carolina.
In the 117th Congress, Congresswoman Manning voted to pass The Sergeant First Class Heath Robinson Honoring our Promise to Address Comprehensive Toxins (PACT) Act of 2022, historic legislation to expand access to benefits for veterans exposed to toxic substances in the line of duty. Now, two years later, over 5,400 veterans in NC-06 have submitted PACT Act claims.
Congresswoman Manning's district office has provided casework assistance to veterans across North Carolina's Sixth Congressional District, helping to return over $520,000 to veterans in 2024. Her office also helped track down military records, replace missing Army service medals, and even provided one constituent with a mobility scooter while he was waiting for parts from the VA.
Bolstering Workforce Development Initiatives
As Chair of the New Democrat Coalition Workforce Development Task Force, Congresswoman Manning was committed to preparing our workforce for the future and equipping them with the tools they need to be successful.
Throughout her four years in Congress, she hosted many roundtable discussions to hear from industry leaders about their innovative training programs, investments in clean energy, and the ways they are expanding to keep North Carolina's Sixth District competitive.

Addressing Community Safety
Whether it be through visiting the 911 call center, police headquarters, and fire stations, or hosting group meetings with elected officials community leaders, nonprofits and other stakeholders, or securing funding for public safety initiatives, Congresswoman Manning has remained committed to increasing public safety in the Triad.
Through an appropriations process known as Community Project Funding, Congresswoman Manning brought home $700,000 for the Winston-Salem Behavioral Evaluation and Response Team, a program that sends crisis counselors to mental health and substance abuse 911 emergency calls.
Congresswoman Manning was glad to also secure $963,000 in federal funding for the City of Reidsville to update their public safety radio equipment. Without this crucial funding, the equipment would have become inoperable.
As a member of the Gun Violence Protection Task Force in Congress, Congresswoman Manning has been a staunch advocate for commonsense gun legislation. In the 117th Congress, she cast her vote in favor of the Bipartisan Safer Communities Act, a proposal to protect America's children, keep schools safe, and reduce the threat of violence across the country. To learn about the issue on the ground and work with community partners, last year, Congresswoman Manning hosted a roundtable conversation with High Point law enforcement officials and community organizers. They discussed the increase in gun violence and ways Congress can work to address the epidemic.
Meeting with NC-06 Health Care Providers
Congresswoman Manning worked tirelessly in Congress to protect the right to reproductive freedom and lower the costs of prescription drugs for hard working families. While in the district, she spent time with local health care providers and advocates to learn about how providers across the Triad are working to expand access to affordable and accessible health care.

Following the Supreme Court's decision to strip women of their right to an abortion, Congresswoman Manning hosted a roundtable discussion with OBGYNs in NC-06 to discuss threats to reproductive health care access in North Carolina.
Supporting NC-06's Agriculture Industry
Congresswoman Manning was proud to represent over 116,00 agricultural workers across North Carolina's Sixth Congressional District. She had the pleasure of visiting a number of farms during her time in Congress to discuss with farmers the issues they face and the ways Congress can best support them.
Visiting our Colleges and Universities
North Carolina's Sixth Congressional District is home to several extraordinary colleges and universities that Congresswoman Manning had the privilege of representing. Using her role on the Education and the Workforce Committee, Congresswoman Manning remained a staunch advocate for early childhood education, public school infrastructure improvements, and increases in mental health resources in schools.
As the representative of the largest Historically Black College and University in the nation, North Carolina Agricultural and Technical State University, Congresswoman Manning was proud to announce millions of dollars in federal funding to be invested in research initiatives and workforce development training programs at the university.

Legislative Highlights
Since taking office in January of 2021, Congresswoman Manning has co-sponsored and introduced 778 bills. Check out some of the highlights below.
Protecting Access to Reproductive Freedoms
Supreme Court decision in Dobbs vs. Jackson Women's Health Organization upended over 50 years of judicial precedent, overturning the constitutional right to an abortion and putting women's reproductive freedoms at risk. In his concurring opinion, Justice Clarence Thomas urged the Court to "reconsider" its decision in the 1965 case of Griswold vs Connecticut, which established a woman's right to use birth control. This was a rallying call for extremists to go after yet another well-established reproductive right.
Two weeks after this horrifying decision, Congresswoman Manning introduced the Right to Contraception Act, critical legislation that would codify and strengthen the right to access and prescribe all forms of FDA-approved contraception.
Congresswoman Manning's Right to Contraception Act passed the U.S. House of Representatives in the 117th Congress by a vote of 228-195. The legislation was then blocked in the Senate by extremist Republicans.

Congresswoman Manning re-introduced the Right to Contraception Act in the 118th Congress, and when Speaker Mike Johnson refused to bring it to the House Floor for a vote, she worked in tandem with House Democratic Leadership to introduce a discharge petition to force a vote on her bill.
“Extremist Republican politicians are waging war on women’s reproductive health. They’ve stripped women of their constitutional right to obtain an abortion, attacked fertility treatments, and are now attempting to restrict access to birth control. The attacks on birth control are another step in extremist Republican politicians’ plot to control women’s bodies,” said Congresswoman Kathy Manning (NC-06). “That’s why I’m leading the charge to force Congress to take a vote on my Right to Contraception Act, to ensure every American has the right to access the full range of FDA-approved birth control and keep politicians out of private medical decisions."
The Securing Global Telecommunications Act
Congresswoman Manning, Vice Ranking Member of the House Foreign Affairs Committee, passed her bipartisan Securing Global Telecommunications Act through the U.S. House of Representatives in both the 117th and 118th Congresses.
The Securing Global Telecommunications Act seeks to preserve America’s global leadership in technology and telecom and protect the safety and integrity of U.S. networks from malign influence. Watch Congresswoman Manning speak on her bill below.
Taking Action to Counter Antisemitism
In the three months following the October 7th attack on Israel, the Anti-Defamation League found there had been a 360 percent increase in antisemitic attacks in the U.S. as compared to the same period the year before.
In April 2024, Congresswoman Manning, Co-Chair of the House Bipartisan Task Force for Combating Antisemitism, introduced the bipartisan, bicameral Countering Antisemitism Act, legislation to take comprehensive action to strengthen efforts to combat antisemitism in the U.S.

Supporting Global Efforts to Combat Antisemitism
In the 118th Congress, Congresswoman Manning's resolution calling on countries and international bodies to join the United States in endorsing the Global Guidelines for Countering Antisemitism passed the U.S. House of Representatives.
The bipartisan resolution condemns the rise of antisemitism in countries around the world and welcomes the new guidelines, calling upon international players to take action and cooperate to counter antisemitism.
“The alarming rise in antisemitism in recent years, particularly in the aftermath of October 7th, poses a grave danger to Jewish communities around the world,” said Congresswoman Kathy Manning. “Governments can and should do more to counter this hate. I am proud to lead this bipartisan effort with Congressman Smith to promote and encourage the implementation of the Global Guidelines for Countering Antisemitism, an important international commitment to counter the rise of discrimination and violence against the Jewish community. I want to thank my friend, Ambassador Deborah Lipstadt, for all her work on these critical guidelines. Now is the time for more countries to take action and work together in the fight against antisemitism.”
Leading Bipartisan Immigration Reform
In 2023, Congresswoman Manning introduced the Dignity Act, the first bipartisan immigration reform bill to be introduced in 10 years. The Dignity Act includes provisions to create more pathways to legal immigration, improve border security, and bolster our economy.
The Advancing Maternal Health Under Medicaid Act
Congresswoman Manning, Policy Co-Chair of the Democratic Women's Caucus, introduced the Advancing Maternal Health Under Medicaid Act in both the 117th and 118th Congress. The United States has the highest maternal mortality rate among peer nations, which disproportionately impacts Black women, Native women, women in rural communities, and low-income women. This legislation would expand access to vital health services during and after pregnancy for people with Medicaid coverage.
“Having access to maternal health care was critical when I experienced severe health complications while pregnant with my third child. Healthy mothers and healthy babies should be a priority for this country. That's why I’m reintroducing this legislation so that all people with Medicaid coverage can access the care they need, during and after pregnancy, to be healthy and make the best decisions for themselves and their families,” said Congresswoman Kathy Manning. “The United States must act urgently to address the maternal health crisis. I encourage all my colleagues to support this critical legislation so we can reduce the stark racial, ethnic, and income-based disparities in health outcomes for women across the United States and save lives.”
The Improving Mental Health and Wellness in Schools Act
In both terms, Congresswoman Manning, who sat on the House Education and the Workforce Committee, introduced her Improving Mental Health and Wellness in Schools Act, crucial legislation to integrate mental health promotion, education, and resources into existing school wellness policies. Co-Chair, House Bipartisan Task Force for Combating Antisemitism
First established in the 1990s as the Congressional Task Force Against Anti-Semitism and relaunched in the 114th Congress, the House Bipartisan Task Force for Combating Antisemitism serves as a bipartisan forum to inform and educate Members of Congress and staff, and, in collaboration with colleagues in the Senate, to engage with the Administration, foreign leaders, and civil society on efforts to combat antisemitism, promote education and Holocaust remembrance, and eliminate antisemitic hatred and bias.
As Task Force co-chair, Congresswoman Manning has hosted numerous roundtables and meetings, including meetings with the FBI and DHS, international envoys for combating antisemitism, UK Members of Parliament, and top Biden Administration officials, including officials from the Department of Education's Office of Civil Rights. |
Policy Co-Chair, Democratic Women's Caucus
Congresswoman Manning was proud to serve as the Policy Co-Chair of the Democratic Women's Caucus, a caucus composed of all the Democratic women in the House of Representatives. She worked tirelessly alongside her colleagues to ensure all women and girls have access to equal opportunities, safe and affordable health care, and accessible child care.

Chair, New Democrat Coalition Workforce Development Task Force
As Chair of the Workforce Development Task Force, Congresswoman Manning hosted meetings with representatives from all corners of the workforce. From conversations on apprenticeships, to working on making childcare more accessible, to discussing the impacts of the rise of artificial intelligence on the workforce, under the leadership of Congresswoman Manning, the group came together to identify creative solutions to complex problems. |
Vice Ranking Member, House Foreign Affairs Committee Subcommittee on the Middle East, North Africa, and Central Asia
Congresswoman Manning was the Vice Ranking Member of the House Foreign Affairs Committee, and she served on the Middle East, North Africa, and Central Asia (MENA) Subcommittee and the Global Health, Global Human Rights, and International Organizations Subcommittee. As Vice Ranking Member, Congresswoman Manning fiercely advocated for protecting democracies around the globe and supporting our nation's democratic allies, Ukraine and Israel.

Bringing Federal Funding Home to NC-06
Over the past four years, Congresswoman Manning secured nearly $60 million in federal funding through the appropriations process called Community Project Funding. Congresswoman Manning was proud to cast her vote for historic legislation signed into law by President Biden, including the Inflation Reduction Act, the CHIPS and Science Act, and the Bipartisan Infrastructure Law. In total, these bills have funded 156 projects and brought over $406 million in investments home to the district.
