1. From Jeremy's desk
2024 was a big year of exciting change. Rapidly rising global energy demand created tremendous opportunities for technology developers and energy producers, catalyzing breakthrough innovations for reduced emissions and ensuring America remains a global leader in clean energy. For us, 2024 was a banner year – it’s hard to believe it’s only been seven months since I transitioned into the CEO role here at ClearPath.
After a decade of clean energy policy development and wins, it’s a privilege for ClearPath to continue working with private sector innovators, leaders in Congress, the Administration and in state Capitals, and our philanthropic partners to shape conceptual ideas into pragmatic policy, leading to the construction of real projects. These relationships have led to significant clean energy policy wins – and most importantly, substantial emissions reductions.
In 2025, ClearPath will continue to analyze technology, work on policy, and think strategically about ways to accelerate American innovation through market-driven solutions that are effective and bipartisan. We look forward to working with the GOP trifecta!

2. Celebrating 10 years of clean energy innovation
This year, ClearPath celebrated 10 years of clean energy innovation in March. We are grateful for the supporters and clean energy champions whose efforts have helped advance policies that accelerate American innovation to reduce global energy emissions. In addition to 17 Members of Congress <[link removed]> who ClearPath works with, attendees included ClearPath alumni and industry partners.

What’s next:A message from our founder – 10 years into this dream, we have covered a lot of ground, but we still have quite the journey ahead. We need to get advanced nuclear reactors built, capture carbon directly from the air, and bolster clean manufacturing. One of the most important efforts for the next Congress is modernizing permitting.
If we continue to invest in novel technologies and ensure that the projects currently under development are successful, then the U.S. will continue to lead the world in adopting clean energy solutions.
If there is one thing you can count on ClearPath doing for the next 10 years: supporting America’s free-market advantage. When American energy works, we all win…

3. A big year for advancing clean energy innovation
ADVANCE ACT
The ADVANCE Act will enable deployments of new nuclear reactors by modernizing the licensing and regulation at the Nuclear Regulatory Commission (NRC).
Senator Shelley Moore Capito (R-WV) and her team joined nuclear energy advocates at ClearPath to celebrate the enactment of the ADVANCE Act!
More gas, less emissions: New NPC Study on charting the course
The National Petroleum Council study, "Charting The Course: Reducing GHG Emissions from the U.S. Natural Gas Supply Chain <[link removed]>," is a roadmap for advances in technology and policy that can lead to a 52% combined GHG emissions reduction potential by 2050. ClearPath's Karen Obenshain and Advisory Board member Rich Powell significantly contributed to the report’s recommendations for standardizing differentiated gas, carbon capture and sequestration deployment at LNG facilities and satellites for global monitoring of GHGs, including methane.
Bipartisan, Bicameral Momentum Behind Clean Manufacturing & Innovation
- Sens. Thom Tillis (R-NC) and Chris Coons (D-DE) introduced the Concrete and Asphalt Innovation Act (CAIA) to strengthen supply chains and competitiveness of American manufacturing by reducing emissions while producing more cement, concrete and asphalt.
- Reps. Max Miller (R-OH) and Valerie Foushee (D-NC) introduced theInnovative Mitigation Partnerships for Asphalt and Concrete Technologies (IMPACT) Act (H.R. 7685 <[link removed]>) and IMPACT 2.0 (H.R. 9136 <[link removed]>). IMPACT passed the House in September 2024, signaling strong momentum for these policies in the 119th Congress.
Pipeline Innovation for the Next Generation
America’s vast network of pipelines – over three million miles – are the backbone of the U.S. energy and industrial sectors. As this critical infrastructure continues to age and as new clean energy pathways come online, there is an urgent need to modernize American pipelines for the next generation.
Reps. Randy Weber (R-TX) and Yadira Caraveo (D-CO) introduced the Next Generation Pipelines Research and Development Act (HR. 7073 <[link removed]>) to support the build-out of American pipeline infrastructure.
In September, this legislation passed the House of Representatives with strong bipartisan support (373-41), a recognition of the central role that all kinds of pipelines – including for the transport of hydrogen, carbon dioxide, and LNG – will play in our clean energy future.
4. ClearPath engaging with Republican Governors
ClearPath remains focused on accelerating clean energy policy at the federal level. And, as we continue to make progress on commercializing innovative clean energy technologies, we’ve begun engaging with the Republican Governors who are creating a business environment conducive for building and deploying more clean energy.
Republican Governors across the country are leading from the frontline to ensure America is a global energy leader, and we’re seeing exciting plans come together to:
- Bring more nuclear energy to the grid in places like Indiana and Texas;
- Deploy carbon capture, permit the sequestration of the captured carbon and approve pipelines and infrastructure in North Dakota;
- Improve transmission challenges, especially in the Western states of Utah and Nevada; and
- Work with federal lawmakers on permits, especially streamlining NEPA delays and inefficiencies, so none of these projects are stalled in any state.
ClearPath CEO Jeremy Harrell joined seven Governors at the Western Governors' Association recently to discuss these opportunities.
5. Educational highlights from the 118th
An exciting year for the Clean Energy Innovation Academy (CEIA): CEIA, launched in 2020, is an ongoing educational series for Congressional staff focused on conservative clean energy technology and policy. Learn more about our 2024 trips below:

Eight Senate Staff and members of the ClearPath team visited Energy Northwest Columbia Generating Station, Pacific Northwest National Laboratory, and Helion on a trip to Washington State.
ClearPath is empowering the next generation of energy leaders through the Conservative Climate Leadership Program (CCLP) <[link removed]>. The CCLP <[link removed]> identifies future clean energy leaders, fosters their professional development and places them into key conservative Congressional offices and committees with energy jurisdiction to make an immediate impact. ClearPath partnered with the American Petroleum Institute (API) for a third time at New York Climate Week to host the Carbon Innovation Forum, showcasing the cutting-edge clean technologies <[link removed]> needed to reduce energy emissions across the U.S. economy.
More than 200 senior government officials, energy executives, project developers, technology start-ups, investors and thought leaders convened to hear how the oil and gas industry is seizing the opportunity to lead emissions reductions at a global scale.
6. Up next: Our priorities for the 119th
ClearPath Action looks forward to collaborating with you on advancing policies that accelerate clean energy innovation including …
- Modernize Permitting: The bipartisan Energy Permitting Reform Act of 2024 <[link removed]> introduced by Sens. John Barrasso (R-WY) and Joe Manchin (I-WV) paired with Natural Resources Committee Chairman Bruce Westerman’s (R-AR) proposal to reform the National Environmental Policy Act, would modernize the energy permitting system to meet increasing energy demand and maintain American energy leadership. This important bipartisan, and bicameral work should remain core to efforts in the 119th Congress.
- Drive public and private sector efforts towards new reliable energy: Support and streamline federal and state programs, bottlenecks (e.g. EPA Class VI), and financing tools to advance the private sector build-out of new nuclear, carbon capture, geothermal, energy storage, and grid infrastructure.
- Continued Momentum for the Nuclear Order Book: Capitalize on the Trump Administration’s efforts and bipartisan Congressional support to deploy new American nuclear <[link removed]> and compete globally.
- American Manufacturing Competitiveness: Invest in American supply chains, boost American manufacturing, and find new innovative practices to drive competitiveness.
- Grow U.S. Exports, Trade, and Direct Investment Abroad: Enable U.S. leadership in the global marketplace, promote American products, and better utilize tools like DFC and EXIM.
7. ICYMI
- Congratulations to Matt Marzano on his confirmation <[link removed]> to the Nuclear Regulatory Commission. ClearPath looks forward to working with him and the rest of the Commission on continued NRC modernization.
- Oklo and Switch announced a strategic relationship <[link removed]> to potentially deploy up to 12 gigawatts of advanced nuclear power, one of the largest corporate clean power announcements to date.
