As part of the just-passed HEROES Act, the House of Representatives voted to give small businesses more time and flexibility to use their stimulus loans to rehire workers and keep their doors open. This is a critical piece of the small business support we’ve been fighting for
Now, the bill is waiting on Senate GOP Leader Mitch McConnell -- and we need to make sure the voices of our small business owners (and small business customers!) are heard loud and clear.

The HEROES Act gives small businesses 24 weeks (increased from 8 weeks) or until December 31 (extended from June 30) to rehire workers and spend their Paycheck Protection Program (PPP). That’s the difference between the PPP being real grant relief, instead of one more loan they can’t repay.
For local businesses in NYC, which still aren’t able to reopen and earn revenue, this change is critical to making it possible for businesses to rehire their workers. Hundreds of you joined me and my Council colleagues in asking our Congressional delegation for these changes last week. Thanks to the leadership of our Representative Nydia Velázquez, chair of the Small Business Committee, the House stepped up.
But the Senate is still sitting on the support our small businesses need.
Meanwhile, because of the delays, limitations, and other problems with federal small business relief, we have stepped up our small business support locally.
This week, we announced a new loan program available to constituents in City Council District 39.
The Greg Perlman and Michael Clark Small Business Angel Fund at the Hebrew Free Loan Society will offer 0% interest loans between $7500 and $25,000 dollars to businesses with 15 or fewer employees that are currently operating in City Council District 39 (or Assembly District 44).
Loans of up to $7,000 will also be available for independent contractors and sole proprietors who are unable to operate due to the current shutdown orders. ( Learn more and apply here. [[link removed]] )
We are incredibly grateful for the generosity of the private funders behind this initiative. But let's be clear: They had to step up because of the failure of the federal government's response.
McConnell and his GOP colleagues have talked a lot over the years about small businesses being the "backbone of the American economy." Now, they are delaying taking up this important legislation to help get money in the hands of small businesses and families who need it now.
