New solicitations
*DES starts solicitation to replace roadway maintenance products contract*
DES is starting solicitation 05124 for roadway maintenance products to succeed statewide contract 07121 [ [link removed] ], which expires Dec. 13, 2025.
This solicitation is for emulsions, sealants, and other products typically used by WSDOT as well as Washington counties and cities with road maintenance responsibilities.

*DES drafting new electric vehicle supply equipment contact*
DES is drafting rebid documents for contract 05324, electric vehicle supply equipment (EVSE), to succeed cooperative contract 23123, which was canceled Oct. 17.
This solicitation is for EVSE hardware only, excluding installation and turnkey. We hope to have the new contract ready in early spring 2025.

*Signal flares and highway signal devices contract expiring soon *
Contract 03317 for flares (fusee) will expire Dec. 31. The vendor on this contract includes Standard Fusee Corporation DBA Orion Safety Products,
If you are interested in utilizing this contract at the current prices, please place orders before the expiration date.
DES is in the process of awarding a new contract, 00324, for igniter flares (fusee) and highway signal devices, expected to be completed before Jan. 2025.

**DES extends gasoline, diesel, and renewable fuels contract * *
DES sent an extension amendment for contract 08721 for gasoline, diesel, and renewable fuels to the following contractors:
* Petrocard, Inc.
* KBT Distributing LLC
* Christensen, Inc.
* Coleman Oil Company, LLC
This amendment extends the contract term for these contractors through Dec. 31, 2026, or until a new contract comes into full force and effect.
In addition, Associated Petroleum Products, Inc. (APP) is currently suspended. We are working with APP on this issue and will share updates when they become available.
DES also decided not to extend Wilson Oil’s contract beyond Dec. 31, 2024 because they could not comply with insurance requirements. This decision affects the will-call category in the Southwest region. We encourage all purchasers to use alternative contractors available in that region.

DES is developing the replacement contract for 02919 [ [link removed] ] HVAC services and is looking for purchasers and subject matter experts to share their experience and feedback with us.
We are hosting a meeting via Teams [ [link removed] ] for interested purchasers at 11 a.m. on Jan. 8, 2025. Attendees will have a chance to provide feedback, learn more about the contract, the solicitation process, and ways to participate in the future. Other contract news
DES updates WEBS, sole source database in response to Governor’s Directive 24-19
DES has updated requirements for procurement professionals who post contracts to Washington’s Electronic Business Solution (WEBS) [ [link removed] ] and the Sole Source Contracts Database [ [link removed] ] (SSCD) to comply with Gov. Inslee’s recent directive 24-19 [ [link removed] ]. The directive affects all agencies under his direction and freezes all hiring, nonessential service contracts, discretionary purchases of goods and services, and travel due to a projected budget shortfall.
The freeze on services contracts does *"not"* include contracts, contract amendments, or other agreements:
* Costing less than $10,000.
* Related to the protection of life or public safety.
* Tax collection or other revenue-generating activities.
* Those funded exclusively from private or federal funding sources.
* Approved IT projects.
The freeze on goods and equipment purchases does *"not"* apply to equipment:
* Costing less than $10,000.
* Necessary to protect life or public safety.
* Necessary to carry out the core functions of the agency.
* Funded by private or federal grants.
*What’s new in WEBS?*
When you post a solicitation in WEBS, you’ll see a new required field called *24-19 Governor’s Directive*. You will need to pick an exemption from the drop-down menu to explain how your solicitation qualifies under the directive. This applies to all new solicitations, except requests for information. Agencies not subject to the directive can select an exemption option.
*What’s new in SSCD?*
If you’re filing a sole source contract in SSCD, you will need to explain how it qualifies under the directive. You will also need to keep documentation in your contract file that shows how the contract meets one of the directive’s exemptions.

These updates are meant to ensure agencies follow the governor’s directive while being clear and accountable about their decisions.
