*LCB Action: Cannabis Rulemaking Updates*

 

On Dec. 18, 2024, during its regularly scheduled meeting the Liquor and Cannabis Board (LCB) took the following actions:

 

*Employee Stock Ownership Plans (ESOP): Withdrawal of Preproposal Statement of Inquiry (CR-101)*

 

The Board approved withdrawing a previously filed Preproposal Statement of Inquiry (CR-101) that considered amending WAC 314-55-035 [ [link removed] ] and amending, repealing, or creating other sections of Title 314 WAC as needed to specifically allow Employee Stock Ownership Plans (ESOP) in connection with a cannabis license in a way that is consistent with other Washington laws and regulations.

*E2SSB 5080 Final Rules (CR-103P) on Social Equity in Cannabis: Final rules filed*

 

The Board approved final rule amendments to the Social Equity in Cannabis Program rule (WAC 314-55-570 [ [link removed] ]) to implement Engrossed Second Substitute Senate Bill (E2SSB) 5080 (chapter 220, Laws of 2023) [ [link removed] ], in law as RCW 69.50.335 [ [link removed] ]. This law expands and improves the Social Equity in Cannabis Program The amendments take effect Jan. 18, 2025.
