ACTION ALERT Bump Stock Ban, Capitol Gun Ban on House Agenda for Wednesday, December 18, 2024 Thank you for your contacts to your legislators last week that helped defeat the weakening of local government preemption and the Firearms Industry Responsibility Act. We don't yet know if all 56 Democratic legislators will show up for House session this week or even whether there will be a quorum in the House of Representatives necessary to do business. But we now know that House leadership has scheduled two gun control bills for final passage tomorrow. We need your help again to kill these bills. Bump Stock Ban Senate Bill 942 would ban the sale or possession of a bump stock in Michigan. These firearms accessories are uncommon. A bump stock does not make any modification to the firing components of a rifle. There’s no impact on the trigger or receiver internals. Nothing changes the design of the hammer or sear. All a bump stock does is make it easier for the user to create a careful balancing act between recoil and forward pressure against the rifle. The same effect can be made with a belt loop, shoe lace, or even one's trigger finger. Bump stocks can help people who have disabilities, who have problems with finger dexterity, or people who have arthritis in their fingers. On June 14, 2024, in a 6-3 ruling, the U.S. Supreme Court struck down the federal ban on bump stocks. However, the legality of bump stocks may vary by state. Several states have their own bans on bump stocks, including California, New York, New Jersey, and Massachusetts. There is no need for Michigan to join that list. We anticipate this bill to be discharged from the House Government Operations Committee tomorrow without the opportunity of public testimony. Capitol Gun Ban While Senate Bill 858 as passed the Senate is nowhere near as dangerous as the version of the bill as introduced that we warned you about previously, it would still ban both open and concealed carry in the Michigan Capitol Building and the two legislative office buildings. This means you would not be able to carry for self-defense when attending events at these locations in downtown Lansing. You likely won't be shocked to learn that legislators provided themselves an exemption from the ban in this bill. There has never been an incident of firearms related violence at the Capitol since it opened in 1878 -146 years ago! The only reason Democrats are considering it now is to prevent House Republicans from permitting the public to carry there again next year when Republicans regain the majority. It only requires a single Democratic legislator not voting "Yes" to stop passage of either of these bills. Most of these legislators will be running for re-election in 2026.
