The Chair will seek feedback from Board members and the public to inform her decision on whether to approve the form.

*Project description: *The City of Moorhead is proposing to demolish the Moorhead Center Mall and subdivide the property into several downtown mixed-use lots consisting of multistory buildings with commercial, residential and civic properties. The redevelopment will include the expansion of the current stormwater system, utilities, and roadways. The purpose of this project is to redevelop and revitalize the Moorhead Center Mall area in downtown Moorhead as a key step in Moorhead's future growth and diversification. The project will benefit the citizens of the City of Moorhead and visitors by providing new commercial, retail, residential, and community spaces in the downtown area.

*Project description: *The proposed University of St. Thomas Lee and Penny Anderson Arena (Arena) will be a redevelopment of an approximately 6-acre site located on the University of St. Thomas (UST) South Campus in Saint Paul, Minnesota. Additional development on and near the UST South Campus has been incorporated into this analysis, including the completed Schoenecker Center, the proposed expansion of the Center for Microgrid Research (Microgrid Project), and the proposed St. Paul Seminary Parking Lot (SPS Parking Lot) for a total redevelopment area of approximately 11.7-acres.

*Project description: *The AUAR study area encompasses an area totaling approximately 447 acres on 8 parcels in Rosemount, Dakota County, Minnesota. MNLCO Dakota County, LLC is proposing to develop the study area from existing farmland to a one of the scenarios being proposed. Three scenarios are proposed for evaluation in the AUAR. Scenario 1 proposes uses that are consistent with the Rosemount Comprehensive Plan, which includes 1,450 residential units and commercial buildings for a total of 500,000 square feet. It is anticipated that some of the 229 acres will remain in agricultural land as part of Scenario 1. Scenario 2 includes multiple buildings for a total of 2,300,000 square feet for mixed business campus uses. Scenario 3 includes multiple buildings for a total of 2,500,000 square feet for mixed-business campus, involving light industrial uses. The proposed development within the AUAR study area is anticipated to begin construction in 2025.

Big Stone South to Alexandria 345 kV Transmission Line Project [ [link removed] ]

*Notice description: *The Public Utilities Commission and Department of Commerce will hold public information and Environmental Impact Statement (EIS) scoping meetings on the route permit application submitted by Otter Tail Power Company and Western Minnesota Municipal Power Agency through its agent, Missouri River Energy Services (Applicants) for the Big Stone South to Alexandria Transmission Line Project. The project proposes to construct a new approximately 91- to 105-mile 345-kilovolt (kV) single-circuit transmission line from the Minnesota-South Dakota border to the existing Alexandria Substation near Alexandria, Minnesota.
*Project description: *The Applicants propose to construct over 90 miles of new transmission line from Big Stone South, South Dakota to Alexandria, Minnesota along portions of Big Stone, Swift, Stevens, Pope, and Douglas Counties. New transmission lines will be required to connect the existing substations in Big Stone South and Alexandria. Both of the existing substations would also require minor expansions. A new fiber optic Regeneration Station would be needed within the central segment of the project on 0.23 acres of land.
