CBS 2 Northern California Gunman Planned ‘Child Executions’ At Christian School, Authorities Say Authorities in Butte County have identified the gunman who staged an attack Wednesday on a Christian elementary school that left two children wounded and ended with the attacker dead. On Thursday afternoon, Sheriff Kory Honea identified the shooter as Glenn Litton, 56. He described Litton as a homeless, mentally ill man with a long criminal record who targeted the school due to its affiliation with the Seventh-day Adventist Church. He died of a self-inflicted gunshot wound at the scene of the attack. Authorities found a statement by Litton saying that “child executions” were imposed at the school in response to “America’s involvements in genocide and oppression of Palestinians” and attacks in Yemen. Honea identified the two injured kindergartners as 5-year-old Elias Wolford, who was shot once in the abdomen, and 6-year-old Roman Mendez, who sustained two gunshot wounds resulting in internal injuries. Both boys remained in critical condition Thursday afternoon. “They have a very long road ahead of them in terms of recovery,” Honea said. “It’s very likely that they are going to have to have a number of surgeries going forward, but the fact that they are currently still with us, I think, is a miracle.” Los Angeles Times Texas Officer Fatally Shot While Conducting Traffic Stop A Terrell police officer was shot and killed late Sunday night during a traffic stop, and the suspect is now in custody, WFAA reported. Officer Jacob Candanoza, 28, was conducting a traffic stop around 11 p.m. on December 8. Candanoza was able to provide the license plate number of the initial traffic stop. Using this information, state Highway Patrol and off-duty officers located and pursued the vehicle into Van Zandt County, where the suspect was apprehended, according to the report. “We want to extend our deepest condolences to the family during this hard time,” Hauger said during a press conference on Monday. ABC 7 LA Councilwoman Traci Park's New Public Safety Plan Includes License Plate Readers Los Angeles City Councilwoman Traci Park introduced a public safety package she plans to present to the Council, which includes automated license plate readers. At a press conference on Monday, Park announced her plan to bring 100 license plate readers to 50 locations in her 11th Congressional District. "Angelenos demand real change and accountability. We want safer streets, stronger communities, and leaders who will take bold action to protect our businesses, families, and our children," Park said "We are tired of excuses for public criminal behavior, and we demand action." Park said the license plate readers are a "game-changer" in helping police catch drivers engaged in dangerous street takeovers. Her district identified trouble spots at certain intersections where sideshows in the past. A few months ago, the Los Angeles Police Department installed automated license plate readers in the San Fernando Valley. With the readers police can monitor crime and respond quickly, Park said. LA County District Attorney Nathan Hochman and new LAPD Police Chief Jim McDonnell were at the press conference in support of Park's plan. CBS 2 Malibu Fire Fueled By ‘Extraordinary, Extreme’ Winds. How Long Will Dangerous Conditions Last? The Franklin fire burning in Malibu is driven by dangerous winds, dry conditions and low humidity, which have combined to allow the blaze to explode. At around the time the fire ignited, there were gusts of up to 65 mph reported. By around 3:30 a.m., the winds were weakening slightly, with gusts in the 40-mph range, said National Weather Service meteorologist Todd Hall. Unlike during the 2018 Woolsey fire, water-dropping aircraft have been able to fly overnight. But Hall said patterns seen in past Santa Ana wind events “suggest winds should ramp up around daybreak,” which occurs around 6:50 a.m. Relative humidity Tuesday morning was less than 5% in the area of the fire — extraordinarily dry. The National Weather Service office had issued a rare “Particularly Dangerous Situation” red flag warning to last through 2 p.m. Tuesday in Los Angeles and Ventura counties. A high wind warning is expected to last through 1 p.m. Tuesday. And a regular red flag warning — which means the National Weather Service has high confidence that dangerous fire conditions will exist — is expected to last through Wednesday afternoon. Los Angeles Times Public Safety News LA Council To Consider Construction Of 250,000 New Homes The City Council Tuesday will consider a plan to rezone Los Angeles and boost the construction of more than 250,000 new homes, but some opponents argue the proposal would fall short. Elected officials must meet a February deadline to approve a plan that would add more affordable units and comply with state housing obligations. To this effect, council members will consider the Citywide Housing Incentive Program ordinance. The proposed ordinance would boost housing construction by providing developers certain breaks on their projects on height and parking. Developers could also receive benefits for building near transit, jobs and good schools. More incentives would be available for projects that are 100% affordable. L.A. Housing Department officials have touted expected growth in so-called “high-opportunity communities,” such as commercial zones or where multi-family units exist — which would make dense areas of the city even denser.
