For four years, Roger Wayne Parker, a Black, developmentally delayed man was unjustly detained, even after evidence cleared him of wrongdoing. Despite the clear injustice, prosecutors delayed dismissing charges, highlighting a systemic issue within our justice system. |
In 2023, LEAP stood alongside Bienert Katzman Littrell Williams LLP to file an amicus brief before the Ninth Circuit, advocating for Mr. Parker’s right to seek justice and hold prosecutors accountable for his wrongful incarceration. Recently, the courts dismissed Mr. Parker’s case, and an appeal is being pursued. This was not the outcome we fought for, and it highlights the harsh reality of systemic injustice: that sometimes, even overwhelming evidence and advocacy aren’t enough to bring justice to those who need it most. This case was a call to action. Every step of our advocacy for Mr. Parker revealed the urgent need for a criminal justice system that values fairness and accountability over preserving power. Every voice we raised in this case—yours, ours, and the legal team’s—added to the growing chorus demanding change. |

Mr. Parker's case underscores why LEAP’s work is so important. Over the past two years, as we’ve continued our work at the forefront of justice reform, there were also victories: |
- Abolishing Monetary Bail in Illinois: In July 2023, we celebrated a major victory when the Illinois Supreme Court upheld the Pretrial Fairness Act, eliminating cash bail. LEAP's amicus brief played a crucial role in advancing this reform, ensuring equitable pretrial justice.
- Passing California’s SAFE Children Act: LEAP supported groundbreaking legislation in California to protect trafficked and abused children. This act ends the practice of trying child survivors of violence as adults and ensures they receive the support and treatment they deserve.
These victories are a testament to what’s possible when law enforcement voices join the call for justice and accountability.
