The Kansas Youth Empowerment Academy has announced that the 2025 Kansas Youth Leadership Forum (KSYLF) will be July 14-29 on the Washburn University campus.  They are taking applications for delegates (high school juniors and seniors with disabilities) and volunteers.  Delegate applications should be submitted by December 15, 2024.  I have paper copies in my office, but you can read more and download a copy of the application on their website.  If you know of a youth with a disability who is a junior or senior this year or will be next year, please encourage them to find out more about this fun and educational event.

The Kansas Department for Aging and Disability Services (KDADS) and Public Consulting Group LLC (PCG) are beginning a rate study to…
1. support the restructuring of certain services* offered through the Intellectual Disabilities and Developmental Disabilities (I/DD) Waiver
2. develop rates for the services* to be offered through the new Community Support Waiver (CSW) program
*All services are listed at the end of this message.
We need to understand providers’ experiences providing these services so that our rate recommendations reflect reasonable service reimbursement. Providers of these services can share information with us through cost collection and time study tools (see below).
Provider engagement through these tools will allow service and cost realities to directly inform the payment rate development process. Please share the information below widely with relevant providers!
Upcoming Training Webinars
PCG will host multiple training sessions to guide stakeholders in using the cost collection and time study tools. You need only attend one session per tool.
 
Cost Collection Tool: Instructions for Program Leadership (1 hr)
What is the cost collection tool?
The cost collection tool is an Excel-based survey through which agencies report revenue and expenses. Only one submission is required per agency. This tool helps us capture all operating costs beyond staff wages, providing a comprehensive view of agency expenses to accurately assess the cost-of-service delivery.
Who needs to attend the training and complete this tool?
Program leaders, office managers, or directors who have access to staff wage and program cost data should. Small organizations may have one person handling both service delivery and program leadership.

Time Study Tool: Instructions for Direct Service Staff (1 hr)
What is the time study tool?
The time study tool is an Excel sheet in which direct service staff document their daily activities with clients. Larger agencies may have multiple staff members complete this tool. The data collected will help PCG understand how time is spent on direct delivery service, ensuring a more accurate assessment of service costs.
Who needs to attend this training and complete this tool?  Direct service providers working with KDADS clients should.
