The detailed blueprint for the Trump administration’s anti-environment agenda is included in a 900-page manifesto called Project 2025, developed by the right-wing Heritage Foundation in league with 110 extreme groups.
A handbook to abuse of office, Project 2025 is a roadmap to environmental ruin and runaway climate disaster. It calls for repealing the strategic package of Biden climate and clean energy incentives and standards that are creating jobs, driving innovation, and setting the country on track to cut greenhouse gas emissions.
Here are just a few of the anti-environment plans detailed in Project 2025:
- Repeal the Infrastructure Investment and Jobs Act and the Inflation Reduction Act, which has created more than 108,000 clean energy jobs, with three quarters of the investment going to congressional districts held by Republicans.
- Expose vast amounts of protected public lands and federal ocean waters to the catastrophic risk and ongoing harm from oil and gas drilling.
- Scrap one of the most effective conservation laws in history, the Antiquities Act, which has enabled presidents to protect the Grand Canyon, the Statue of Liberty National Monument, Pacific and Atlantic Ocean waters, and other iconic American landscapes.
- Weaken the Endangered Species Act, increasing pressure on grizzly bears, gray wolves, beluga whales, and scores of other at-risk species.
- Hobble the Environmental Protection Agency (EPA) by, among other things, slashing its budget and staff – making it harder for the agency to protect clean air and water – and weakening or repealing the requirements that the EPA protect the public from carbon pollution and other greenhouse gases.
- Rescind all climate policies in foreign aid programs and shut down the Paris Climate Agreement support.

Project 2025 would widen inequity by eliminating Biden-era programs like Justice40 that direct at least 40 percent of the benefits of climate and clean energy funding to low-income communities and people of color who suffer disproportionate climate and fossil fuel harm.
And Project 2025 would hide the truth about climate change by putting climate science under political control.
Project 2025 threatens our environment, but NRDC is ready. We brought 163 lawsuits against the first Trump administration. We sued the administration an average of once every 10 days for four years, and we’ve won victories in nearly 90 percent of resolved cases.
We’ve successfully defended our planet from the Trump agenda before, and we will do it again – in the courts, on Capitol Hill, and in state houses and city halls across the country.
