federal deployments of Texas National Guard troops.

This bill ensures that no Texas National Guard unit is sent into active
combat unless Congress fulfills its constitutional responsibility to
officially declare war, AS OUTLINED IN ARTICLE I, SECTION 8 OF THE
CONSTITUTION. The National Guard's role is to protect and serve the
state—not to be used as pawns in endless, undeclared wars abroad.
Since 9/11, National Guard troops have deployed over 1.1 million times
overseas, with Texas contributing to missions in Iraq, Afghanistan, and
beyond—all without a formal declaration of war.
The Defend the Guard movement is gaining momentum nationwide, with several
states, including New Hampshire, Arizona, and Idaho, advancing similar
legislation in 2024. TEXAS HAS THE CHANCE TO LEAD THE CHARGE IN 2025.
But we can’t do this alone. Bills like HB930 face fierce opposition from
