Through the state RFP process, Odyssey has been chosen to provide the technology platform that will be used to administer the Wyoming Education Savings Account program. Odyssey has built an automated ESA platform, which significantly streamlines the application process for education service providers and families, while ensuring safeguards to reduce the risk of fraud, waste, and abuse. The Wyoming Department of Education is looking forward to fast-tracking the system implementation with Odyssey ahead of the January 1, 2025 parent application launch.
Stephanie Zickefoose has been chosen for the position of ESA Program Manager. Stephanie comes to the WDE from Fremont County School District #14 where she has presided as district superintendent since 2021. Stephanie has been a public school administrator for the past 21 years and has served as superintendent, special programs director, and elementary and middle school principal. Her background in education and understanding of the needs of Wyoming families makes her a perfect match for the role.
Jennifer Pragnell has been chosen for the position of ESA Finance Manager. Jennifer comes to the WDE from the Morrill Public School District in Morrill, Nebraska where she has served as the district's business manager since 2021. Prior to that she served as the business manager for St. Joseph's Children's Home in Torrington. Both of these past positions have given her extensive experience in education grant management and administration as well as education finance.

The ESA program, established by the Wyoming Education Savings Account Act, was signed into law on March 21, 2024. It is designed to empower families by providing them with greater educational choices for their children in pre-K through grade 12. Eligible students will receive $6,000 annually, beginning in the 2025-26 school year, for various educational expenses, including private school tuition, curriculum, tutoring, extra-curricular activities, and other approved education-related costs. Families with household incomes at or below 150% of the federal poverty guidelines qualify for these scholarships.
