Dear Neighbors,

As a reminder, you’re invited to join me tonight from 7 to 8 p.m. for our community conversation at the East Lake Library (2727 E Lake St, Minneapolis, MN 55406) to start planning for the next legislative session. I’m looking forward to processing, envisioning, and building together.

Minneapolis Lead Pipe Replacement

I’ve heard from many constituents who are concerned about a recent letter from the city of Minneapolis about lead pipes in our homes. As a mom of a young child who recently learned that our house is one of those affected, I share your concern and appreciate you reaching out. We know that exposure to lead has negative impacts on health, and that is why in 2023 I voted strongly in support of legislation establishing several grant programs that will invest a total of $240 million in the removal and replacement of lead drinking water service lines. I also authored a bill that did not pass, but I will continue to advocate for, regarding the reduction of lead in water in public schools. [ [link removed] ]

The City of Minneapolis is currently working with the Minnesota Department of Health and the federal EPA to inform residents about their water systems and provide information about testing and lead service line replacement options. The MDH website [ [link removed] ] includes thorough information about the state's lead service line replacement program. An interactive map of the water service line inventory can be viewed on the City’s website [ [link removed] ].

In addition, the City of Minneapolis is using state and federal funds to replace lead water service lines at no cost to the homeowner. They expect to replace around 400 lead service lines in 2024, with a plan to replace 1,000 in 2025. Residents cannot apply directly for this money, and the funding allocated by the state for this effort requires the following prioritization:

* Focusing on areas with lower-income residents and other disadvantaged communities, so the city is starting with homes in the Green Zones in North and South Minneapolis.
* Focusing on areas with children with elevated blood lead levels.
* Coordinating the replacement of lead service lines with other capital improvement projects for the most efficient use of grant funding.

The City is still in the planning stages of how to tackle the remaining 38,000+ lead service lines throughout the city and plans to publish their plan in 2025. The City is replacing lead service lines failures on a complaint driven basis. So, if there are any mechanical failures or leaks to your lead service line you should reach out to 311 and the Water Department will help you replace the line. Minneapolis water remains safe to drink, but if your home has a lead water service line, you can order a free lead test kit from the City of Minneapolis to test your water. To request a kit, you can fill out a form online [ [link removed] ] or call 311.

I know this issue has caused concern, so please don't hesitate to let me know if you have any additional questions or concerns.

Updates on the House of Representatives

This year’s election resulted in a 67-67 tie in the State House, an outcome which hasn’t happened in Minnesota since 1979. While there are recounts pending, the current tie is not expected to change.

DFL Leader Melissa Hortman and Republican Leader Lisa Demuth have been meeting to negotiate how the House will be run in the 2025 session, and last week agreed to an overall committee structure [ [link removed] ].
