 as a result of an extortion scheme on Instagram. National Center on Missing and Exploited Children 

found a 149% increase

 in sextortion cases between 2022 and 2023. The FBI announced a “

growing threat

” against teens. Yet Meta does little to detect fatal threats. KOSA would change the incentives facing Big Tech today because KOSA creates a 

“Duty of Care,” requiring social media companies to center the needs of kids in platform design and function
