So much of Congress’ agenda comes down to priorities. With limited time left in the 118th Congress, here are some issue areas that Congress is correctly prioritizing…

This week, Sen. Roger Marshall, M.D. (R-KS.) introduced the Defining Male and Female Act (S. 5356).

When this bill was first released in the House, Heritage Action issued a Key Vote in favor of cosponsorship for the legislation because it takes the obvious but necessary step of defining sex based on biology in federal law.

Now, Sen. Marshall has introduced the same bill in the Senate saying “I didn’t think we would need legislation to tell us that there are only two sexes: male and female, but here we are.”

This legislation is in response to the Biden-Harris administration’s attempts to redefine “sex” under Title IX to include vague and meaningless terms such as “sex stereotypes, sex-related characteristics (including intersex traits), pregnancy or related conditions, sexual orientation, and gender identity.”

By properly codifying male and female, it prevents any future attempts at rewriting obvious truths we all know.

The United States has been beyond generous with the aid it has given to Ukraine. Elected officials have given billions of taxpayer dollars – your dollars – to Ukraine. Meanwhile high government spending has contributed to increased levels of inflation that continues to put financial strain on Americans.

And yet, the Biden-Harris administration has proposed to cancel $4.56 billion in debt owed by Ukraine to the United States.

Let’s be clear, that money does not belong to Ukraine or the American government, it belongs to the American people. And it is the responsibility of the government to advocate for our money on our behalf.

Canceling the debt that Ukraine owes us is an insult to the American people. That is why Heritage Action supported Sen. Rand Paul’s (R-KY) S.J Resolution 117 which prohibits Biden and Harris from abandoning American dollars overseas.

No one should be forced to pay for something they did not buy. But the Biden-Harris administration is making a last ditch effort to relieve millions of people of their student debt by shifting it onto the millions more who do not have student debt.

A new proposed regulation would “cancel” up to $600 billion in student loans owed to the government. But debt is never truly erased, only transferred. If loans are not repaid, the cost of those loans is borne by the government, which takes its money from the American people.

This means people who never went to college, worked their way through college, or already paid off their college debt will be footing the bill for someone else's education.

This regulation must be stopped.

A handful of President Trump’s Cabinet picks are current House and Senate members. This creates a problem for the already slim Republican majority in the House and Senate. So the question becomes: how will those vacancies be filled assuming they are confirmed to the Cabinet?

The answer: it depends on the state they are from. Heritage Action just released a new blog post highlighting the laws for each state in question and considers all the possible legal options available for filling a vacancy.

Senate Confirmations

On Thursday, Heritage Action and The Heritage Foundation announced the launch of a $1 million public education campaign to advocate for the “prompt confirmation” of President Trump’s Cabinet nominees with a specific focus on the home states of senators who could “make or break” the confirmation process.

Executive Vice President of Heritage Action, Ryan Walker, told Fox News Digital that it is imperative for the Senate to “unite and deliver on the promises made to the American people to implement the America First agenda as soon as possible.”

Heritage Action is ready to use “all advocacy tools” at our disposal to ensure Trump’s Cabinet picks receive "timely advice-and-consent consideration in the Senate as envisioned by the founders."

Disaster Aid

Under the current administration, FEMA has reoriented its mission away from helping taxpaying Americans prepare for and cope with hurricanes, fires, and floods to facilitating activist NGOs’ mission to settle illegal immigrants in the United States. As Congress begins drafting a supplemental aid package to replenish FEMA and other agency requests, we are urging members of Congress to ensure agency resources are directed to actual American citizens and provide the targeted assistance states need. Members should consider some parameters:

  • Additional funds should not be used to facilitate the settlement of illegal aliens or bolster divisive and discriminatory DEI initiatives through FEMA grantmaking and operations.
  • Funds should not be siphoned off through bureaucratic overhead and inefficient government contracting.
  • Reject any attempt to leverage disaster relief funding in exchange for other, unrelated supplemental funding priorities.
