New statewide contracts
*New statewide contract available for equipment rental *
DES has a new statewide contract for equipment rental. This contract succeeds contract 02915 [ [link removed] ] Equipment Rental, which expired Dec. 31, 2023.
Awards went to 24 contractors, including five Washington state small businesses and one veteran-owned business. Contractors offering biohydraulic fluid are required to comply with Washington state common freshwater construction provisions (WAC 220-660-120 [ [link removed] ], Section 5).

Contract changes
DES updates pricing for WSP custom uniforms contract
DES posted updated pricing for contract 01420 for WSP custom uniforms. Prices are increasing due to cost of materials and services:
* Uniforms at 2.7%
* Alterations at 1.4%

*DES extends contract for procurement acquisition support service**s, agrees to end contract for 1 vendor*
DES is extending contract 26923 for procurement acquisition support services (PASS) - NASPO until May 31, 2025.
However, DES and Monterey Consultants, Inc., agreed to a mutual termination on this contract, effective Nov. 13. The contract summary page has information on the other available contractors that will continue to provide the services to purchasers.

Pam Duncan accepts DES supplier diversity advocate award
On Nov. 8, DES received the 2023 Public Agency of the Year award at the Northwest Mountain Minority Supplier Development Council’s (NWMMSDC) Leadership and Advocacy Awards ceremony. The recognition event at the Museum of Pop Culture in Seattle showcased our agency’s outstanding work in promoting diversity and equity in state contracting. Pam Duncan, DES deputy director and chief transformation officer, accepted the award on behalf of DES.

DES updates Washington-grown food enterprise procurement policy
DES recently revised the Washington-grown food enterprise procurement policy. The policy encourages agencies to purchase food grown in Washington state.
The policy now requires Washington state agencies to report and track purchases of Washington grown food, including data on purchases from historically underrepresented producers. The data will be reported in WEBS (Washington Electronic Business Solution) and used to identify areas for improvement in creating a more equitable food purchasing system. We also developed tools to help purchasers find Washington grown foods from small and certified veteran-owned businesses.
DES offers statewide contracts for dairy, bulk foods, baked goods and produce. Purchasers can only competitively procure if they can’t find what they need on those contracts.

DES revises enterprise purchasing policy about PCBs
DES recently revised the policy for buying products that might contain PCBs. The policy requires agencies to purchase products that do not contain polychlorinated biphenyls (PCBs) whenever possible.
PCBs are usually inadvertently produced during the manufacturing process -- they are most often created through the process of making paints and inks. We heard feedback from vendors that testing for PCBs was difficult to obtain, so DES worked with the state Department of Ecology to find a solution, for the purchase of paints and inks, that makes it easier for vendors to certify and purchasers to comply with the policy.
Starting Nov. 15, the policy allows for an alternative to lab testing for paints and inks by using the ChemForward website [ [link removed] ] to verify that all pigments used in products do not contain PCBs.
Purchasers that buy paint and ink products from our statewide contracts can ask vendors to provide a list of products that don’t contain PCBs.
